JOANN SPORLEDER: Suppose we can do a resolution now and if we wanted to we <br />could do an ordinance later, couldn't we? <br />JOHN OXIAN: No, if you do a resolution now and I go before the Common Council <br />with the resolution, it will not be changed to an ordinance later. <br />There was brief recess for consultation. <br />JOANN SPORLEDER: Maybe, perhaps we should ask Mr. Clark how he feels about <br />having this house declared a landmark knowing that it entails coming here every time you <br />want to do anything with the house. <br />MR. CLARK: I have no problem with doing this. I think that it is an honor for me to be <br />chosen. I think that it shows the work that I have done is paying off somewhere. <br />JOHN OXIAN: Mr. Clark came over to my place and even gave me the consent form <br />and called several times to see if it went through. So, I will leave it up to you as to <br />whether you want to go by resolution or by ordinance. <br />MARTHA CHOITZ: I would like to make a motion that the Christmas in April Restored <br />Craftsman Bungalow be taken to the Common Council on resolution for designation as a <br />local landmark. <br />GERALD UJDAK: Seconds the motion and the motion passes unanimously. <br />C. HEARING OF VISITORS <br />ANDY LAURENT: I am with city division of Community and Economical <br />Development. You may see from your packets that we hosted a public meeting for a <br />grant application that we will be submitting to the USEPA. <br />Wayne attended that meeting last week and suggested that I come here to give a quick <br />update on the status on both this grant application and the Studebaker Oliver <br />Redevelopment Project. <br />I think I will keep the presentation short and answer any questions that you might <br />have. To start off with this grant that we are applying for is a $200,000.00 dollar cleanup <br />grant. We are going to combine this grant application with the one from the State Indiana <br />Development Finance Authority Petroleum Remediation Granting Center, which is also <br />$200,000.00 dollars. We will be using this money to try and clean up a source area in the <br />soil at the former South Bend Stamping Plant property. USEPA grant money will be <br />used to clean up that source area in the ground water. So, basically we are going for two <br />different funding sources to clean up this one area that is contributing chemicals to the <br />ground water and to the soil. <br />Basically, this source area was caused by both Studebaker and later South Bend <br />Stamping operating a degreasing pit where they would take their dye presses. After <br />awhile grease would build up on their dye presses and they would take them to this pit <br />
