The City of South Bend proposes to use Cleanup Grant funds to remove, to the extent that <br />is practicable, COCl from source areas. Source removal will promote monitored <br />attenuation of down gradient (i.e., relatively dilute) portions of the aquifer. Based on the <br />experience of the City's consultant, and considering local hydrostratigraphy and the <br />relatively limited dimensions of the source areas, the City believes that in-situ chemical <br />oxidation that employs a Fenton -like reaction would provide permanent and cost- <br />effective removal of organic COCs in groundwater source.areas. The City would <br />supplement remediation by establishing institutional control sprohibiting extraction of <br />groundwater at the Site for potable use or uses that could result inhuman contact. To the <br />extent possible, the City will also create an ordinance,thaf prohibits -use of groundwater <br />for all purposes other than for non -contact industrial applications: -Finally, the City would <br />monitor attenuation of dissolved organic COCl following removal of the source areas. <br />It is anticipated that removal of the source areas will result in short-term elimination of <br />the ground -to -indoor -air volatilization pathway. Furthermore, in combination with <br />institutional controls, the remedial effort will eliminate human, health exposures, and thus <br />the above listed health effects, related to ingestion or contaetwith contaminated <br />groundwater. <br />2. The City does not believe that activit es described in -B. I.- will affect the environment. The <br />source areas are located beneath a former automobile manufacturing facility in an <br />industrial portion of the City. No sensitive ecological receptors`were identified on or <br />surrounding the Site during previous environmental site assessments. The contemplated <br />remedial technology will be focused on small areas (ie:, the source areas) and.does not <br />result in production of toxic compounds. While out -gassing of carbon dioxide occurs <br />during the chemical oxidation process, pressure build-up is unlikely due to the relatively <br />uniform sand and gravel deposits that make up the unsaturated zone and aquifer beneath <br />the site -Furthermore; the area in which"chemical oxidation would be applied is currently <br />vacant, as is the rest of the former"stampingplant property. <br />3. Information regarding the populations surrounding the site was obtained online from the <br />=. US. Census Department. The database indicates that the site lies within Census Tract area <br />0027.00. Within this census, tract,area, the total population is 1,422 with an average <br />'household income of $28,047;'Children are presumably represented within the above <br />population: Approximately 27.5% of the households in the tract fall below the poverty <br />line. Of the total populaiion;approximately 48% are minority with a large population of <br />Hispanics "(44%) ''fi > -: ;✓;,: <br />4. Funds provided by the grant will remove health threats to sensitive populations as <br />described in B.1 (above). In a general sense, the funded remedial activities are expected <br />to improve the welfare of sensitive populations to the extent that these activities. promote <br />redevelopment of the Site and provide work opportunities to underemployed sectors of <br />the local residents. <br />M <br />
