5. The City has enrolled the Site in Indiana's VRP (#6020803) and is currently preparing a <br />Remediation Work Plan. Indiana's VRP provides risk-based cleanup standards that <br />address public health during and upon completion of the redevelopment process. The City <br />has held meetings with the Indiana Department of Environmental Management to obtain <br />assistance with the technical approach to cleanup and redevelopment of the Site. The <br />City's Brownfield Team, which includes Water Department representatives in their <br />membership, has periodic meetings that include strategies to identify, and address risks <br />related to the Site. <br />C. Reuse of Existing Infrastructure <br />1: The redevelopment of the site will reuse existing. infrastructure in "any waywfeasible: <br />However, in some instances utilities such as sewer1mes, water lines, and roadways'are <br />not configured appropriately or have insufficient"capacity io-serve redeveloped properties <br />as large as those in this project. New roadways within the former. Studebaker property <br />will be the primary investment in new infrastructure "made during'this project. The plan for the infrastructure calls' for`the continuance and extension of <br />the City's existing utility system into'the site, where themerivork,formerly stopped at the <br />property line. <br />2. The City has made it a priority to reuse existing "utilities`and infrastructure to both save <br />costs and associated materials. The storm and sanitary sewers that serve the site will <br />continue to do so. However, the lines that are contained within "the site boundaries will be <br />demolished and replaced with linesthat are configured for the new parcel layout instead <br />of the former'".Studebaker building"layout:"The sewer mains that serve the site have <br />sufficient cap acity;forlght industrial development. Incoming utilities such as electric, <br />gas, water and fiber optic, lines also have, sufficient capacity to serve the proposed 82 -acre <br />.light industrial park. In fact, an existing electrical substation is located in the center of the <br />complex, and it will remain in place to provide electrical capacity for the new industrial <br />park.'_, <br />D. Greenspace/Open"Space <br />1. Brownfield redevelopment is, inherently sympathetic toward open space preservation. By <br />redeveloping propertywithin the city, open space on the edges of the urbanized area can <br />be saved. By limiting this greenfield development we further the stewardship of our <br />natural environment and slow down the pace of urban sprawl. When development occurs <br />within the older parts of the City instead of on the periphery the community hits two birds <br />with one stone. Underutilized property is revitalized, while existing green space on the <br />city's edge goes undisturbed. <br />-7- <br />
