KAREN HAMMOND -NASH: I spoke with Michele Gelfman and Julia DesLauriers, who is the
liaisons from that district, and both of them informed me that there had been some tenants that
had lived in that house and had completely destroyed the house. City officials notified the
landlords that until the necessary repairs are made that the house is not to be occupied.
JOHN OXIAN: I will make a motion that the following repairs be done to this property:
1. That the soffits be repaired with the proper aluminum covers.
2. That the windows be repaired according to the windows that are already there.
3. That the gutters be identical to the ones that are already there.
MARTHA CHOITZ: Seconds the motion and the motion carries unanimously with Richard
Morrison opposing.
RICHARD MORRISON: My reason for opposing this motion is because we have no guarantee,
the way I understand the circumstance that anybody is responsible for doing anything that we
prescribe. I would like to see this tabled and a registered letter sent to the owners informing
them that this has been tabled until we know who, when, and what they are going to do if we
recommend the things that John has recommended. Right now you have nobody to hold
responsible for getting these repairs done. I think the owners ought to be notified that we are
tabling this until we hear more details from them and have a commitment from them.
JOHN OXIAN: The reason why I made my motion the way I did is because if Code
Enforcement goes down there and requires the owners to do certain repairs, they will have
already received our opinion of what we would like to see repaired. If they come in there and
ask for something on and beyond what we have stated or make changes, they will not be able to
do this until they come before the commission again.
B. LOCAL LANDMARK, SECOND READING
The Junior League House, 130 Park Lane, South Bend
JOHN OXIAN: The letter that you have received is something that came after we had approved
to send this house down for land marking. I have no idea what they are talking about concerning
a new location for Bartlett Street. The only location I am aware of is the location that has
already been denied. I did ask Karen to find out about this proposed new location of Bartlett
Street. I am not sure if she was able to find out anything or not.
KAREN HAMMOND -NASH: I did contact the mayor's office and asked for information on the
new proposal. The mayor's staff told me that there was a new proposal for moving Bartlett
Street, but they said that the mayor's office did not have any drawings of the plan and that the
drawings were only available through Carl Littrell's office. I called Carl Littrell's office and I
spoke to several very nice secretaries, but I have been unable to obtain the proposed new
drawings.
Mr. Foti informs me that he and the Junior League are both very much in favor of the Junior
League House being designated a landmark. In fact, they have even signed off on a proposed
form of wording to the ordinance. They also feel they cannot support this at the present time
until they know where Bartlett Street is going to be located for sure.
3
