JOHN OXIAN: Landmark status always raises the value of the designated
property.

JOANN SPORLEDER: On more then one occasion in the past we have separated
historic houses from their land with a certain amount of land kept as a buffer. There is
president in such actions. I further suggest that some appropriate compromise be made to
release a majority of the land, while preserving enough land around the house to ensure
its integrity.

DAVID ECKRICH: Our first goal is to get a stump road to Elm Road; we do not want a
road connecting to S.R. 23.

MARTHA CHOITZ: If a road does need to come through by the front property
then the house might potentially be able to be moved either elsewhere on the property or
to a different location.

EDWARD HARDIG: Thank you for your attention.

CHERYL GREENE: Staff will look at the current petition which asks for the
entire landmarked property to be rescinded, but, today the way you presented it was more
of a modification. If you intend to present it as a modification you need to amend your
petition describing what you want to let go and what you want to save. This will have to
go to staff for review and I will look at the legal issues.

JOANN SPORLEDER: I move to table the petition to rescind the landmark status at
14297 S.R. 23 until April 9, 2001.

MARY JANE CHASE: I second the motion.

After due consideration, the following action was taken:

Upon a motion by Joann Sporleder, being seconded by Mary Jane Chase and
carried unanimously, the petition to rescind landmark status at 14297 S.R. 23 was tabled
until April 9, 2001.

C. 1430 E. Wayne, late CoA emergency entry

JOHN OXIAN: This individual wants to replace a deteriorated slate roof on 1430
E. Wayne Street. Can we act on this Cheryl, the roof is leaking into the house, and I
would call this a hardship situation. If we do not do it now they will have to wait until
April 9, 2001, the reason I am asking this to be heard tonight is that the roof is leaking
into the house.

CHERYL GREENE: Tom Bodnar and I both looked at the time parameters
involved in acting on a Certificate of Appropriateness and there is nothing that would
prohibit the Commission from acting on this application tonight. . .
L•:
