STAFF REPORT
CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS
Application Number: 2001 -0815
Property Location: Angela Bridge
Property Owner: St. Joseph County
Landmark or District Designation: LL
Rating: S /11
RECOMMENDATION
The Preservation Guidelines for Local Landmarks follow the Rehabilitation Model.
Group B Standards
This application was submitted at the last minute which is why the staff report
does not include the historical significance.
The County is proposing to rehabilitate the Angela Street Bridge by; repointing
masonry in arch and piers, replace pavement, sidewalk, railing, cross beams and spandrel
wall. They would also remove non - historic aluminum rail at curb line, install a
decorative rail similar to existing, install crossbeams like those existing and coat all
exposed concrete with new masonry.
Please read the attached letters and review the renderings prior to the meeting,
they will better explain the project.
The staff has conferred with Mr. Oxian, Jeremy Risen of HLFI and Tom Cervone
of Bernardin Lochmueller & Associates regarding various areas of concern in respect to
this project. The staff finds that the applicant is willing to address our concerns (which
are listed in the memo from Mr. Cervone) in a manner that would be sensitive to the
bridges historical significance and architecture. If all previously discussed alterations are
made the staff recommends approval.
