Corrected 8/27/99 <br />Mr. Oxian moved to approve the curved driveway and turnaround, the installation of a <br />hedgerow from the driveway to the corner of Twyckenham and East Wayne then to the end of <br />the property line, the erection of a black coated chain link fence from rear of house to property <br />line, the erection of a storage shed in the farthest northeast corner with final details approved by <br />the director, the installation of a brick patio with blue limestone retaining wall, a hedgerow <br />around -part of patio for privacy and the installation of one wrought iron gate in the arch pillars <br />between the house and garage. Mrs. Gallagher seconded the motion. The motion passed <br />unanimously. <br />3. 1999-0728 - 1636 Lincolnway West, sign, door and windows. <br />Mr. Talley presented the staff report and circulated photographs. Mr. Talley noted that the <br />owner was not present. He also noted that a permit was issued by the Building Department for <br />the signs with out the Commissions approval. He further stated that the owner had also <br />replaced a damaged exterior door with out a permit. Mr. Oxian noted that the owner had <br />erected two free standing signs, one on the east side and one on the west side of the building. <br />He further noted that the recovering of the windows would be an improvement over the existing <br />damaged metal covers. Mrs. Hostetler moved to approve the application as recommended by <br />staff with the addition of a second sign that was also erected with out a Certificate of <br />Appropriateness. Mr. Helmus seconded the motion. The motion passed unanimously. <br />Mr. Talley presented the staff report and circulated photographs. He further noted that the <br />owner, Ms. Spink, was present with her contractor. Mrs. Gallagher asked what type of <br />foundation would be installed for the greenhouse. The contractor stated that it would depend on <br />what type of foundation the Building Department requires for such a structure. The contractor <br />also noted that the green house would be constructed of wood timbers, but, the type of roof had <br />not yet been decided upon. There was some discussion over if the greenhouse roof would <br />attach to the house above a window located in the affected wall. Ms. Spink stated that she <br />would like to make the roof gambrel in style so it would attach above the window to allow <br />future plans of removing the window and replacing it with sliding glass doors. Mr. Talley noted <br />that what the owner had submitted to the staff and what they presented to the Commission were <br />two different projects. Mr. Oxian stated that since there are areas within this project that have <br />not been solidified. Mr. Zmyslo stated that a full set of plans with all of the construction details <br />is still needed before he could approve the application. He went on to explain why it is so <br />important that the Commission receive the detailed plans. Mr. Zmyslo moved to give the <br />application tentative approval and place it into the Standards and Maintenance Committee for <br />final approval of the details. Mrs. Hostetler seconded the motion. The motion passed <br />unanimously. <br />3 <br />
