Corrected 10/04/99 <br />Ms. Moorehead asked if the Commission could give approval with the condition that the <br />Northeast Neighborhood Center gets a signed lease from the City. Ms. DeRose stated that the <br />Commission could approve the application in principal only. Ms. Gallagher stated that the <br />Commission could give verbal feed back to Ms. Moorehead so she would not have to come <br />back to answer questions next month when the application comes before the Commission again. <br />Mrs. DeRose again stated that the Commission could not give a Certificate of Appropriateness <br />to anyone but the owner. Mr. Oxian stated that the next Commission meeting will be in two <br />weeks. Ms. Moorehead stated that she would make sure that Mrs. DeRose would receive a <br />copy of the signed lease by the Historic Preservation Commission's next meeting. Mrs. <br />Hostetler moved to give preliminary approval to the application until owner approval has been <br />obtained. Mrs. Gallagher seconded the motion. The motion passed unanimously. <br />2. 1999-0721 - 1501 East Wayne, landscaping. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, <br />Mr. Axelberg, was present with his designer. Mr. Fine stated that he had met with the owner to <br />discuss the project. He went on to note that there were two areas of concern, one, the hedgerow <br />and two, the -type of material proposed for the rear yard fence. Mr. Axelberg noted that the <br />reason the project has been proposed is to give their daughter a safe play area. He also noted <br />that they would like to install a wrought iron gate between the brick pillars located between the <br />house and garage and that he would like to install a black coated chain link fence from the <br />sunroom to the rear property line and hide it with plantings and shrubs. Mr. Fine stated that <br />since the proposed fence sight was so visible from the street that a different, more decorative, <br />fence may be more appropriate. Mr. Oxian asked what type of changes were being proposed for <br />the driveway. Mr. Axelberg stated that currently the driveway is a straight shot onto <br />Twyckenham Street. He further noted that adding a turn around and shifting the path of the <br />driveway would make getting out onto Twyckenham safer. Mr. Axelberg asked if the other <br />concern was the solid hedgerow. Mr. Fine stated that East Wayne Streets requirements for open <br />flowing lawns might be in conflict with the proposed hedgerow. There was some discussion <br />over where the hedgerow would go. Mr. Axelberg stated that it would start at the rear property <br />line and go to the corner of East Wayne and Twyckenham, cut across the front of the house to <br />the driveway and continue north from the other side of the driveway. Mr. Oxian recommended <br />that the fence and the hedge be approved, stating that the hedge would hide the fence. Mr. <br />Axelberg noted that a higher hedge would be located next to the fence to hide it and give <br />privacy to the proposed patio. He further noted that a lower hedgerow would be used around <br />the property line to lower sound pollution. Mr. Axelberg asked if a prefabricated storage barn <br />could be placed in the farthest northeast corner of the property. Mrs. Hostetler asked if it would <br />be temporary structure. Mrs. Gallagher asked if a foundation would be laid for it. Mr. <br />Axelberg stated that no foundation would be laid, thus, making the shed a temporary structure. <br />Mr. Fine stated that plans for the shed would have to be submitted to the Commission. <br />2 <br />
