5. 1999-0805 - 1130 East Wayne, rear addition.
Mr. Talley presented the staff report. He noted that the owner, Stephan Fredman, was present
with his designer. The designer gave a presentation describing various aspects of the proposed
addition, including the reuse of any brick that would be removed from the house. Mr. Oxian
asked what the owner intended to do with the brick located on the exterior of an existing
unfinished rear porch. The designer stated that the brick would be used as a wainscotting on the
new addition. Mr. Oxian asked if the addition was going to be taller then the existing house.
The designer stated that some alterations were made to the plans to lower the addition so that it
is in scale with the rest of the house. Mrs. Gallagher asked if the east side view and front view
of the house would change. The designer stated that the views would not change, in fact they
are only tearing down the porch and extending it five feet. Mr. Fine noted that the concept was
acceptable, however, there was a lot information missing from this application and thus it
should be placed into committee. There was some discussion over what type of windows were
being proposed for the addition. Mr. Zmyslo also expressed concern over the lack of details
included with this application. Mr. Oxian suggested that the application be tentatively approved
with the final details to be approved by the Standards and Maintenance Committee. Mr. Fine
moved to give tentative approval to the application with the final details to be approved by the
Standards and Maintenance Committee. Ms. Gallagher seconded the motion. The motion
passed unanimously.
6. 1999-0806 - 713 LaSalle, rear porch and fire exit.
Mr. Talley presented the staff report and circulated photographs. He noted that the owner,
Naomi Cassifer, was present. Mr. Oxian stated that the finials should be removed from the
porch posts. Ms. Cassifer stated that the finials would not be on the porch posts. She further
noted that she had not seen the sketches that were submitted by her contractor. Mr. Oxian asked
what was going to be used for the deck of the roof. Ms. Cassifer stated that it currently had a
rubber roof. Mr. Zmyslo stated that according to the drawings a wood deck would be erected
on top of the existing rear porch roof with the weight of the deck on the porches outer walls.
There was some discussion over the fact that the wood deck would have a slight over hang. Mr.
Talley noted that a new rubber roof would not with stand people walking on it so a wood deck
would protect the roof and allow the addition of a railing. Mr. Zmylso again stated that the
applicant had not submitted enough information concerning the size of the deck, stairs, posts,
materials and how the structure would be attached to the house. Mr. Oxian suggested that the
application be placed into committee. Mr. Zmyslo moved to place the application into the
Standards and Maintenance Committee with tentative approval to the over all concept. Mrs.
Gallagher seconded the motion. The motion passed unanimously.
7. 1999-0807 - 524 North St. Joseph, demolition.
Mr. Talley presented the staff report and circulated photographs.
