Mr. Talley presented the staff recommendations for the gable vents. There was some discussion <br />over where the vents will go and how they would affect the stucco and half timbers. Mr. Van <br />Overberghe discussed the need for air flow to cool off the attic space. Mrs. Sporleder asked if <br />the vents could be treated with a stucco like substance to make them blend with the existing <br />walls. Mr. Van Overberghe stated that by adding stucco would constrict the vents and make <br />them unproductable. He further noted that the vents will be flush mounted and painted to match <br />the existing siding and stucco. Mr. Fine stated that a vent would not be out of style with the <br />house and does not need to be hidden. Mr. Zmyslo interjected that perhaps if the vents were <br />made of wood it may blend better with the stucco siding and half timbers. Mr. Talley asked if <br />the vent could be split in half with either piece being installed on either side of the half timber <br />on the lower east elevation gable. Mr. Van Overberghe expressed concern about the split vent <br />not being efficient. Mr. Talley stated that staff recommends approval of the vents in the west, <br />upper east and north gables with the stipulation that they be painted to match the siding and/or <br />stucco. He further stated that the Staff recommends approval of the installation of two right <br />angle vents into the lower east elevation gable. The two vents are to be installed in the stucco, <br />under the half timbers and on either side of the middle half timber and is also to be painted to <br />match the stucco. Mr. Zmyslo moved to approve the installation of the vents based on staffs <br />recommendation. Mr. Fine seconded the motion. The motion passed unanimously. <br />2. 1999-0910 - 1307 East Wayne Street, window replacement. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, <br />Pam Bickel, was present. Mrs. Hostetler moved to approve the application as recommended by <br />staff. Mrs. Choitz seconded the motion. Mr. Zmyslo asked if all the windows were double <br />hung. Mrs. Bickel stated that all double hung windows would be replaced with double hung <br />windows and all casements would be replaced with casement windows. She further noted that <br />the mutin patterns would all match the original windows with the mutin located on the inside <br />rather then the outside. The motion passed unanimously. <br />III. Regular Business <br />A. Approval of Minutes (May, June, July 19 & 26, August) <br />Mr. Oxian noted that he has submitted his corrections to the Commission Staff and that any <br />other Commission members with corrections should submit them to the Staff. Mrs. Hostetler <br />moved to approve the minutes from May, June, July 19 & 26, and August as corrected. Mrs. <br />Gallagher seconded the motion. The motion passed unanimously. <br />B. Treasurer's Report <br />Mr. Talley noted that the County Commissioners have the Treasurer's Report which prohibited <br />the Commission Staff from obtaining it for this meeting. <br />C.
