Revised 12/20/99
3. 1999-0924—Pleasant Valley Cemetery, sign.
Mr. Talley presented the staff report and circulated photographs. Mr. Oxian asked what sand
blasted foam looks like. Ann McFadden stated that it's a high density -urethane foam that dries
very hard. She further noted that an example of such a sign can be found in Camden Park. Mr.
Talley asked if the sign will resemble wood. Ms. McFadden stated that the foam can be
sandblasted to resemble red wood. Mrs. Sporleder asked if the letters would be raised. Mr.
Talley noted that the letters would be raised. Mrs. Choitz stated that the word cemetery is
missed spelled on the submitted drawing. Mrs. Choitz moved to approve the application as
submitted with the recommendation that the sign background be painted brown and the letters
white or beige. Mrs. Sporleder seconded the motion. The motion passed unanimously.
4. 1999-0924-2-709-711 Lincolnway East, parking lot.
Mr. Talley presented the staff report and circulated photographs. He further noted that the
owner, Don Kwiatkowski, was present. Mr. Oxian asked if the parking lot would be located
between the building and the trees. Mr. Kwiatkowski noted that the parking spaces would be
placed on the vacant lot next to the building. Mr. Talley noted that he had discussed this project
with Carl Littrell, manager of Traffic and Lighting, at which time Mr. Littrell stated that he
would prefer to see the parking lot towards the front of the vacant lot with a curb cut rather then
have added traffic along the alley. Mr. Kwiatkowski also noted that he did not own the rear
portion of the vacant lot. Mr. Oxian asked where the curb cut would be made and where the
parking spaces would be located. Mr. Kwiatkowski stated that he wants to place the parking
spaces toward the front of the lot, but, he was not sure how to lay out the spaces. He further
noted that a few trees along the property line may have to be removed. Mrs. Choitz stated that
the Commission would need to see a detailed diagram of the dimensions of the lot, the proposed
parking lot location, size and layout as well as any fence or plant material erected to camouflage
the parking lot. Mr. Oxian asked how soon the project needed to be completed. Mr.
Kwiatkowski stated that he did not plan on starting the project until next spring. Mr. Oxian
proposed that the application be tabled until the next meeting giving Mr. Kwiatkowski a month
to meet with Mr. Talley and come up with a more detailed plan and drawing. Mrs. Sporleder
asked if the trees lining the vacant lot were on Mr. Kwiatkowski's property. Mr. Kwiatkowski
noted that the trees are on his property. Ann McFadden expressed concern over having a
driveway placed on such a busy and precarious road. There was some discussion over the curb
cut and the safety issues it invokes. Mrs. Sporleder moved to table the application until the
November meeting. Mrs. Choitz seconded the motion. The motion passed unanimously.
5. 1999-0924-3-1346 Lincolnway East, window replacement.
Mr. Talley presented the staff report and circulated photographs. He noted that the owner was
not present, however, her contractor, Les Loechen, was present. Mr. Oxian asked if having
slightly less glass would affect the over all appearance of the windows. Mr. Loechen stated that
the new windows are the same size as the existing, however, the new windows have a wider
sash which means there will be less actual glass. He also noted that the owner was proposing to
replace all double hung windows with double hung windows and all fixed windows with fixed
windows except the second story rear fixed bathroom windows which will be replaced with
double hung windows for ventilation.
Ia
