Mr. Talley noted that the State Review Board would be hearing the nominations for Leeper
Park and Portage Manor at this meeting.
Mr. Talley reported that the staff had previously made requests to Mr. Freidline, past owner of
the Singer Complex, to tour the building and document it prior to its demolition. Mr. Freidline
agreed to this, however, never returned calls requesting a day and time to do so. Demolition of
the building has since commenced.
Mr. Talley also noted that a few changes have been authorized at the North Pump Station and
that specific requests about the offices computer needs have been submitted to the Data Board.
He then stated that the office is on line and the E -Mail address is
HISTORIC@MICHIANA.ORG, however, there have been numerous problems with the
software. Mr. Talley noted that the Data Board has given permission for the Commission to
hire an outside person at $30.00 an hour to restore all the programs and get rid of the glitches.
He then discussed the attempts to replace Mrs. Saunders computer which freezes up several
times a day. Mr. Talley asked if everyone had received a copy of the millennium project which
needs to be voted on by the Commission. He further noted all the different facets of the project
and the personnel and agencies that need to be involved to pull it off. The Commission agreed
that Mr. Talley should proceed with the project.
Mr. Talley reported that Portage Manor has demolished all six of its out buildings and
constructed a pole barn. This new development requires that the national register nomination be
adjusted accordingly. He went on to note the difficulties he has experienced with certain
government agencies and personnel, he gave as an example, the problems he is having with
Redevelopment and Code Enforcement in regards to the Interim Protection Ordinance.
D. Committee Reports
1. Historic Districts
None.
2. Historic Landmarks
Mr. Oxian stated that is having Mrs. Saunders map out the entire northeast side of South Bend,
highlighting all potential landmarks and all potential local historic districts. Mr. Oxian further
stated that he wants Mr. Fine to work on the nomination of landmarking the Masonic Temple.
3. Guidelines Committee
1. February 1 st, Taylor's Field Meeting
Mrs. Hostetler noted that the meeting was held at the Dismass House, inside the new district.
She further noted that the participants went over the River Bend Historic Guidelines making
necessary corrections. Mr. Talley noted that the staff is behind getting the guidelines out
because of the computer problems, however, they should be out by the end of the week. Mr.
Oxian noted that it was a productive meeting between Commission members and home owners.
4
