Mr. Olson presented the demolition plan to the Commission, which includes tearing out plaster, <br />removing fire damaged floor joints, basement stairs, excavation of a tunnel to other courthouse, <br />rear residential stairs and removal of two rear first story windows, which will be reused in the <br />new addition. The second floor will have the platform removed and replaced and a few service <br />windows cut into interior walls. <br />Mr. Olson again stated that their intention is to maintain the 1855 time period on the first floor <br />and the 1873 time period on the second floor. He then went on to discuss the new additions, <br />style and use which boils down to stairs, elevator, bathrooms and entry. Mr. Olson described <br />the exterior as having the same entablature as the original building, having recessed stone <br />openings instead of windows and a flat nonmetallic roof. By doing these things the addition <br />will flow with the original building while still maintaining a visible division between new and <br />old. Mr. Talley asked if the addition was inset. Mr. Olson stated that the addition was recessed <br />to make it less imposing and easily removable allowing for the original structure to be restored <br />in the future. There was some discussion over how the addition would be attached and the <br />benefits of making the addition a little different then the original. There was some discussion <br />over using cast concrete if the real limestone is not available. There was some discussion over <br />the fact that the addition would be added in such a way as to either remove and restore items or <br />cover items over leaving them entombed for future use. <br />There was some discussion over various details in the plans including interior lighting. Mr. <br />Olson stated that some of, if not all of the original glass in the windows may have to be replaced <br />to avoid moisture problems. The discussion turned to concern over the possible loss of original <br />plaster forms in the second floor do to the heating and cooling of the building. Mr. Oxian <br />suggested that the Certificate of Appropriateness be issued so that the project can move forward <br />with the exception of a few issues such as exterior lighting and windows which would be <br />submitted at a later date to the Commission for approval when more data is available. Mr. Fine <br />asked what would happen to the residential stairs when it is removed. Mr. Olson stated that the <br />staircase would go in to storage. Mr. Fine asked if it would be possible to install a cornerstone <br />or plaqie commemorating the date of the addition on the building. It was agreed that such a <br />cornerstone would be acceptable. Mr. Fine moved to approve the application per the submitted <br />plan specification with the exception of windows and exterior lighting and the addition of a <br />dated cornerstone or plaque on the exterior of the new addition. Mrs. Sporleder seconded the <br />motion. The motion passed unanimously. <br />B. Local Landmark <br />1. 125 West Marion - Mar -Main <br />Mr. Talley presented the staff report and circulated photographs. Mrs. Sporleder made some <br />corrections regarding the architectural description of the building balustrades. Mr. Oxian noted <br />that when the ordinance is sent down to the Common Council that only the last page of the staff <br />report, containing the recommendations, be sent with it. <br />2 <br />
