MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday, June 21, 1999 7th Floor County -City Building <br />I. Call to Order <br />John Oxian, president of the commission, brought the meeting to order at 7:30 p.m. <br />II. Roll Call <br />Commission members present were: John Oxian, Joann Sporleder, Martha Choitz, Catherine <br />Hostetler, Keri Gallagher, Richard Helmus and Ron Zmylso. Commission staff present was: Ed <br />Talley, director and Aladean DeRose, consul. <br />Also attending the meeting were: Alex Regnery, Pamela Bickel, Scott Samuel, Rolanda <br />Hughes, Don Sporleder and Joseph Rubin. <br />III. Public Hearing <br />Mr. Oxian asked if the application concerning the Crowfoot property at 61601 Bremen <br />Highway has been taken care of. Mr. Talley stated that the application will be dealt with as a <br />staff approval. Mrs. Sporleder asked if the Commission needed to do anything in the way of <br />noting this decision. Mr. Talley stated that the only reason he placed the application in the <br />monthly packets was do to the fact that the Crowfoot sign was visible at the end of the barn and <br />he wanted to make sure it would not be lost when the siding was replaced. Mr. Talley went on <br />to note that after some discussion with Mr. Oxian it was decided that the application should be a <br />staff approval. <br />A. Certificate of Appropriateness Applications <br />1. 1999-0601 - 1307 East Wayne Street, re -roof. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, <br />Pamela Bickel, was present. Ms. Bickel, stated that several of the asbestos tiles on the roof of <br />the house are in need of replacement. She further stated that her contractor, Scott Samuel, has <br />found some existing tiles that can be reused and he has located a manufacturer of a very similar <br />tile, thus, making the request an in-kind replacement. The owner went on to note that she <br />wanted to replace the existing gutters with the same style gutter. There was some discussion <br />over how the gutters will be hung and if the straps should be located under the tiles. There was <br />some more discussion over how to write the Certificate of Appropriateness for the gutter <br />replacement that would ensure that the straps are placed under the shingles. Mrs. Sporleder <br />moved to approve the replacement of the damaged roof tiles with a fiber tile that was submitted <br />to the Commission by the applicant and that the gutters be replaced in-kind, making sure the <br />straps are not visible. Mr. Helmus seconded the motion. The motion passed unanimously. <br />
