2. 1999-0603 - 1095 Riverside Drive, replace basement windows. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, <br />Mr. Regnery, was present. There was a discussion over of the sample photos the owner had <br />submitted. Mrs. Choitz asked if all the basement windows were going to be replaced. Mr. <br />Regnery stated that he did want to replace all six existing basement windows. Mr. Talley <br />brought up the fact that the owner of 1115 Riverside Drive, had submitted an application to <br />remove his basement windows, replacing them with glass block, which was placed into <br />committee for further review. Mr. Oxian stated that Mr. Regnery's basement window <br />information should be passed aloung to the owner of 1115 Riverside Drive as an alternative to <br />his glass block suggestion. Mr. Talley asked if Mr. Regnery would allow the Commission to <br />share his product literature with his neighbor. Mr. Regnery stated that he did not have a <br />problem with that. Mrs. Hostetler moved to approve the application as presented. Mrs. Choitz <br />seconded the motion. The motion passed unanimously. <br />3. 1999-0609 A&B - 1158 Lincolnway East, sign & installation if central air unit. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, <br />Mr. Rubin, was present. Mr. Rubin stated that the air conditioning unit would be located in the <br />rear of the house along the southwest corner and would only be visible from the back. Mr. <br />Talley recommended that a hole in the basement wall, for the units copper tubing, be created <br />with a hammer drill through the foundation and not through the wood portion of the house. He <br />further noted that the hole should be caulked on both sides and that there be certain sound <br />buffers installed around the unit such as plants and/or the existing privacy fence. Mr. Zmylso <br />asked why the staff was recommending such installation. Mr. Talley stated that going through <br />the foundatin would cause less problems with the structure in the future. Ms. Gallagher asked if <br />Mr. Rubin was in the process of purchasing the property. He stated that he was in the process <br />of purchasing the property. Mr. Talley noted that the reason the Commission was questioning <br />his ownership is that a Certificate of Appropraitness can only be issued to the owner of the <br />property. Mrs. Sporleder interjected that maybe the Certificate should state that it will only go <br />into affect when the purchase of the property is complete. Mrs. DeRose stated that the motion <br />should be made on the condition that Mr. Rubin becomes the recorded owner of the property. <br />Mrs. Sporleder asked if the sign would be lighted. Mr. Rubin stated that it would be. Mrs. <br />Sporleder asked where the lights would be located. Mr. Rubin stated that the lights would be <br />ground level in front of the sign. Mr. Talley circulated a drawing indicating where the <br />landscape lights would be located. Mrs. Hostetler moved to approve the application as <br />recommended by staff with the condition that Mr. Rubin becomes the recorded owner. Ms. <br />Gallagher seconded the motion. The motion passed unanimously. There was some discussion <br />over how Mr. Rubin should prove his ownership. It was decided that if Mr. Rubin submitted a <br />copy of the title change to the Commission the request would be satisfied. <br />2 <br />
