REPORT OF THE <br />HISTORIC PRESERVATION COMMISSION <br />COMMITTEE MEETING <br />Committee Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday, November 15, 1999 7th Floor County -City Building <br />I. Call to Order <br />John Oxian, president of the Commission, brought the meeting to order at 7:30 p.m. <br />II. Roll Call <br />Commission members present were: John Oxian, Martha Choitz, Jerry Weiner and Gerald <br />Ujdak. <br />Commission staff present were: Ed Talley, Director, Rhonda Saunders, Assistant Director and <br />Aladean DeRose, Council. <br />Also attending the meeting were: Monica Anderson, Greg Anderson, Tim Lykowski, Joseph <br />Rubin, Julia DesLauriers, Linda Fritschner and John Troyer. <br />III. Public Hearing <br />A. Certificate of Appropriateness Applications <br />B. 1. 1999-1008-2-1012 Riverside Drive, grill, patio and plantings. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner <br />was not present. Mr. Weiner moved to recommend approval of the application as suggested <br />by staff. Mrs. Choitz seconded the motion. The motion passed unanimously. A phone vote to <br />approve this motion was taken on November 16, 1999, as follows: John Oxian-yes, Martha <br />Choitz-yes, Jerry Weiner -yes, Gerald Ujdak-yes, Catherine Hostetler -yes and Richard Helmus- <br />yes. The motion passed unanimously. <br />2. 1999-1026-1158 Lincolnway East, driveway and rear parking lot. <br />Mr. Talley presented the staff report and circulated photographs. He also noted that the owner, <br />Joseph Rubin, was present. Mr. Oxian stated that by changing the driveway from the ribbon <br />style to a solid concrete pad would alter the historic fabric of the site and district. Mr. Rubin <br />stated that unfortunately all the driveways left in the district are solid concrete pads. He went <br />on to note that a concrete pad is much easier to maintain then trying to keep the grass under <br />control. Mrs. Choitz moved to recommend approval of the project with the stipulation that <br />additional specifications of the parking lot be submitted. There was some discussion over the <br />size and location of both parking lot options. Mr. Oxian asked if Mr. Rubin needed the larger <br />lot. Mr. Rubin stated that plan `B", which is the larger lot, would be preferable to plan "A". <br />Mr. Oxian asked how many cars plan "A" would hold. Mr. Rubin stated that he did not know <br />how many cars lot "A" would hold. Mrs. Choitz asked- if any landscaping would be installed to <br />shield the neighbors from the new parking lot. <br />
