Mrs. Howard stated that the shutters would be made of wood. Mr. Zmyslo asked if the house <br />was described as a Mediterranean Style house in the survey. Mrs. Saunders stated that the <br />survey referred to the house as Revival Style. Mr. Zmyslo stated that the proposed changes <br />would not alter the houses existing style. There was some discussion over the condition of the <br />house prior to the new owners clean up efforts. Mr. Talley noted that during the clean up the <br />owners have discovered many yard features such as, stone benches and birdbaths. Mr. Oxian <br />stated that all the items that the owners have uncovered should be listed and given to the <br />Commission for feature reference. Mrs. Sporleder asked if the lantern located on the first floor <br />would be removed to make room for the shutter. Mrs. Howard stated that the lantern would <br />simply be moved over. Mrs. Sporleder further noted that the proposed changes would not alter <br />the structure physically and could easily be removed. Mr. Zmyslo concurred with Mrs. <br />Sporleders remarks stressing that the proposed changes could easily be removed. Mrs. <br />Sporleder moved to approve the addition of permanent wood shutters, the movement of a first <br />story light fixture to accommodate a shutter and the addition of iron type window boxes, as <br />described in the application and as presented to the Commission by the owner. Mr. Zmyslo <br />seconded the motion. The motion passed unanimously. <br />2. 1998-1006 - 520 East Colfax, gutters and downspouts. <br />Mr. Talley presented the staff report and circulated photographs. Mrs. Hostetler moved to <br />approve the application as submitted. Mrs. Petrass seconded the motion. Mrs. Sporleder asked <br />if the proposed location for the gutters and downspouts would have been original to the house. <br />Mr. Fine stated that the rear porch configuration is not original to the house and the side porch <br />appears to not have had gutters or downspouts. He also noted that a handicap ramp was added <br />to the side porch which causes water to run off onto the ramp instead of onto the ground, <br />causing deterioration. Mr. Zmyslo asked if the porch might have had built in gutters like the <br />rest of the house. Mr. Fine stated that the porch might have had such gutters, however, there is <br />no evidence to support the notion. Mr. Oxian noted that the original back porch had gutters that <br />fell off during the move. Mr. Fine further stated that the reason behind wanting the gutters and <br />downspouts was to stop future deterioration of the handicap ramp. He also noted that the <br />downspouts would be placed as inconspicuously as possible. The motion passed with Mr. Fine <br />abstaining do to his position with the Historic Landmarks Foundation. Mr. Oxian stated that the <br />hospital purchased this house with the intention of using the lot for parking, but, fully intended <br />to participate in saving the house. He went on to discuss how the house came to be moved, <br />noting that Historic Landmarks Foundation was most successful in saving the building. <br />B. Local Landmark <br />1.415 E. Madison - second reading <br />Mr. Talley presented the staff report and circulated photographs. He noted that there has been <br />no response from the owner. Mr. Oxian stated that this house was the second Greek Revival <br />style house in South Bend and that there are not many houses of this style left. Mrs. Sporleder <br />questioned whether or not the house can be considered a true Greek Revival Style house since it <br />was built very late for this style and that it lacks many of the traditional Greek Revival <br />elements. <br />2 <br />
