Mr. Oxian asked what style Mrs. Sporleder thought the house was. Mrs. Sporleder stated that <br />the only two elements of the house which could be considered Greek Revival are the three <br />window panes over the front door and the proportion of the windows. She also noted that the <br />house does not have side lights on either side of the door, or the appropriate detailing over <br />windows, or cornice returns which are all typical features of a Greek Revival Style House. Mrs. <br />Sporleder went on to state that the over all procreations of the house are out of scale with the <br />Greek Revival Style. Mrs. Sporleder noted that the house may have had such detailing at one <br />time and has since been removed. Mrs. Saunders interjected that the few Greek elements that <br />the house currently possesses were added to the structure in the early 1900s and that the house <br />was basically Vernacular in style. Mr. Oxian asked if the construction date of the house was <br />correct. Mrs. Saunders stated that the date was taken from the survey card. Mr. Fine stated that <br />something about the houses style did not seem right. Mr. Oxian stated that the house probably <br />had a different style when it was constructed. Mr. Talley stated that the house may have been <br />Vernacular in style at its inception. Mrs. Sporleder concurred that the house could have been <br />Vernacular in style with various Greek elements. Mr. Oxian noted that the part of the <br />construction that bothered him most was that the cornices did not return as was typical in most <br />Greek Revival style houses. There was some more discussion over the architectural style of the <br />house. Mr. Talley asked if it would be all right with the Commission if the Staff made the <br />necessary corrections to the staff report while not interrupting its flow through the system. Mr. <br />Oxian stated that since the report has not yet gone down to the Common Council that the Staff <br />could make the needed corrections. There was more discussion over the Greek elements the <br />house lacked. Mr. Oxian suggested that the Staff label the house a Vernacular style house with <br />Greek elements. Mr. Oxian also noted that the reason he brought this house before the <br />Commission was because of its poor condition and its past problems with Code Enforcements. <br />Mrs. Saunders noted that the owner has not responded to any letters the Commission has sent to <br />him. There was some discussion over the history of the house. Mrs. Sporleder noted that <br />Forrest West, a previous owner, was a well known South Bend Architect and should be noted in <br />the persons of significance portion of the staff report. Mrs. Sporleder moved to send the <br />proposed local landmark, 415 W. Madison to the Common Council, with the previously <br />mentioned corrections. Mrs. Petrass seconded the motion. The motion passed unanimously. <br />III. Regular Business <br />A. Approval of Minutes <br />1. September 21, 1998 - Mr. Oxian noted that under Certificate of Appropriateness number 3 all <br />proposed changes should be listed, not just the rear door porch. He also stated that under the <br />area of Local Landmark where it stated that there was a question over if Mr. Brookins owned <br />the house, when the real question was whether or not he moved the house. Mrs. Sporleder <br />stated that she believed Mr. Brookins was not responsible for moving the house. Mrs. Hostetler <br />moved to approve the minutes as corrected. Mr. Fine seconded the motion.
