3. DHPA Grant States - <br />A. 1996-97 . <br />1. Leeper Park Plan <br />Mr. Duvall stated that the -Westerly Group was supposed to preseint.a tentative <br />preservation plan for. Leeper Park .to .the Commission at- this meeting to allow <br />for questions and changes prior., to, submitting the finished .plan in June, <br />however, one of the principle parties 'in the .Westerly Group has been <br />hospitalized for the past month and has been unable .to do his - work. Mr. <br />Duvall noted that he',has'spoken to the Westerly Group and,hopefully..the.staff. <br />will -'receive a draft report with in the next week to:allow some time to.gather <br />'comments, .thus, still enabling the plan to be adopted during the. June <br />Coimnission meeting. If this is not possible then the .presentation will be <br />-- - - held during the - June.._ -meeting and the -Adoption --of the plan will- be moved back <br />to July. Mr. Duvall stated that the project -needs- -to, be. done, performance . <br />wise, by. the end of June unless, the Commission -gets.an' extension, which Mr. <br />Duvall does not want to-do. Mr. Talley stated that another time restraint is <br />that the Parks Department may want to.start implementing something from this <br />plan with in the next year. . <br />2 District Guidelines <br />Mr..Duvall stated that the staff is proceeding with the guidelines as quickly <br />as possible. He also 'noted that the new computer program is -up and running <br />and that he is currently working on .the templatefor the North St: Joseph <br />Street Guidelines so they can be sent to the Common Council. Mr. Oxian stated <br />that the •standards do not -have to be sent to the.Common Council, the ordinance <br />will simply state that the guidelines will be adopted later. Mrs.'DeRose. <br />stated that the Commission.. might want to send.a copy of the standards to the <br />Common Council as a notice amending the ordinance. Mrs. DeRose also stated <br />that in the past when the Commissionf has been before the Common Council they <br />have asked where the standards were and if the owners have seen them.- She <br />noted that if the Commission -sends them a copy of .the guidelinesthen this <br />situation can be avoided. <br />Mr. Oxian stated. that he has received nothing, but 'positive,. reactionfrom <br />Council members concerning the North and'South .St. Joseph Street proposed <br />districts and the, Cushing Street proposed .District. Mrs. Choitz noted,that. <br />the Commission used to .have a yearly meeting with the Council members to <br />familiarize them with the Historic Preservation Commission and its work.. Mr. <br />Oxian stated -that the Commission, should reinstate this yearly meeting. Mrs. <br />Choitz stated that most of the Council members when they come into office did <br />not know much if anything about the -Historic Preservation Commission and --that <br />by holding these meetings it opens.up the lines of communication and increases , <br />understanding. -Mr. Talley asked. if the Mayor was still ..holding interagency <br />-meetings. Mr. Oxian stated that the Mayor was still holding these' meetings. <br />Mr. Duvall - noted that he does not get invited to these meetings because 'they - <br />are City meetings. There was some discussion over who attends these meetings <br />and .the possibility _of. getting to know. more about each other. Mr. Talley <br />stated .thatit would .be worth the, Commissions- time to invite -itself to the <br />.Mayors meetings to clear up the confusion surrounding -Local Historic Districts <br />and Landmarks. Mr._Oxian stated that he could ask the Mayor if. he is still <br />-holding the meetings. Mr:..Duval1 stated that.he.attended the:Mayors night out <br />at the Unitarian Church on North Shore just in case.anyone came with questions <br />concerning the-Historic_Districts. 'Mr. Oxian noted that the Mayor has -given <br />the Commission an open invitation to attend any Mayor Night Out or In - <br />meetings. Mr. _Talley reiterated- that 'the Commission needs to be more <br />4 <br />
