i
Duvall stated that -Water Works has expressed the need to install an
overflow - for - the reservoir. He noted that in- his discussions with them
concerning where the water should be discharged his thoughts were leaning
toward the loeation of the old_ wading pool. There was. some discussion over-
what the overflow would do and how it would affect the reconstruction of the
wading pool, which was recommendation number eleven. Mr. Duvall stated that
it would only, be used pressure release' or in case of 'a major event. He also
noted that it would be large in size and if it - was - used it would dispel
chlorinated water which is' why they do not want to dump it into the river.
Mr. Talley asked if the p would b - buried_._.1r._Duvall—stated_ that— the - -pipe
ivouTd travel down the. side of the r d
_ eservoir an' run on top of. the ground to a
•.flow, out point.
Mr. Salmon stated that there was a horrible smell coming from'a lift station
alongside Riverside Drive near the proposed play ground which needs to be
remedied.. There was some discussion over the smell, wells in general, the
lack' of drinking fountains'and the need for a lower speed 'limit on Riverside
Drive. Mrs. Choitz stated the speed limit used to by only _15 miles an
hour until the 1950s when it was raised.
Mrs. Fife presented the new preservation plan for Leeper Park. She noted the
first change proposed would be moving the playground from its present'location
to the corner of Riverside Drive and N. Lafayette Boulevard. The second
recommendation is . the rehabilitation of the baseball diamond. -Mr. Salmon
asked if a parking lot was indeed going in next to the field house. Mr.
Talley stated that he has been unable to ascertain• exactly what is going on
there, however, it is most likely going to be a parking lot. The third, fourth
and sixth recommendations are the rehabilitation and realignment of trails and
paths.- There was some discussion_ over. the „rehabilitation of the riverside
trail and the problems it would pose with the trees, and general maintenance.
Mr. Salmon discussed a sidewalk that was proposed along Riverside Drive to
Michigan Street that would cause the removal of,many healthy trees. There was
also'discussion of the possibility of putting a sidewalk on the north side of
Riverside Drive. that would pass under the Michigan Street Bridge. This
.brought up'a discussion over the amount of erosion that has.occurred along the
Leeper Park river front. Mrs. Fife responded to these concerns -by rioting that
the restoration of the sea wall around the island is a main feature of
Westerly Groups' preservation plan for the park. ' Mr. Oxian noted that, the
Water Works Department has repaired the part - of the wall which falls under
their "jurisdiction and that they would like to see the rest'of the wall fixed.
Mrs. Fife stated that for anything to truly be accomplished it would take a
combined effort of many agencies.
The fifth recommendation was the rehabilitation of- the formal garden. Mr.
Salmon noted that there will be an appendix in the final plan that' will
contain all the proposed plantings for the gardens. The - seventh
recommendation is the reconstruction and restoration of statuary and
fountains. Mr. Duvall asked if - Mrs. Fife was' recommending the replacement of
the'art that was currently in storage. Mrs. Fife stated that she has not seen
the condition- of the original statuary. Mr. Salmon stated that he - did not
think vandalism was "a problem in the park and -that using the originals would.
be- the first choice, however, 'if- this, is -not - a favorable option then
replication of the - statuary would be acceptable.
There was a discussion over the bridge lights on Leeper bridge. Mr.' Oxian
stated that reintroducing the original style of lighting to the bridge should
be a part,of the preservation plan. A discussion was held concerning what the
6
