The third period outlines "1912 to 1941,,which is called the George Kessler and _ <br />Works Progress Administration (WPA), eras. " Mrs. Fife referred to the overlay <br />map,of the George Kessler plan for Leeper park. There was some discussion <br />over how much of - Mr. Kesslers plan had been implemented. Mrs. Fife stated that <br />the Westerly Group believes that parts of, the Beyer Plan were retained when <br />portions" of Mr. Kesslers plan were implemented.' A discussion was held <br />concerning = this issue. Mr. Duvall noted that the reservoir was a vestige of <br />the Beyer Plan. There was some discussion over the elements that George <br />Kessler brought to the" development of Leeper Park. 'The strongest themes that., <br />Kessler brought_ t o the park-was-the ens e_of -land- use =and long- elegant- curved <br />elementp. <br />Mr. Duvall noted that the screen behind the North pumping station were <br />Lombardy Poplars in the 1926 to' 1929 aerial map. Mr. Salmon stated that "the <br />Poplars were of'a mature age in that photograph and -are generally short lived <br />trees. Mr. Duvall stated that it might be-a good idea to'add such a screening <br />system ,around the North"Pumping Station. There was some discussion over a <br />hedge type screening. <br />Mrs. Fife stated that the time period 'from 1988 to 1941 is-most commonly <br />associated with the work done by the WPA. Mrs. Fife discussed some of the <br />work done by'the WPA, such as the retaining walls around 'the island. <br />Mrs. Fife 'stated that the last -era is- 1941 to the present. There was some. <br />discussion over items that were lost such as the wading pool and rose garden. <br />Mrs. Fife referred the Commission to a 1954 map of the park as.to what was and <br />was not completed of the Kessler Plan.. Then she an,existing conditions map of <br />the park for -1998 to be compared with their preservation plan for Leeper Park. <br />There was some _discussion over the contents of the existing conditions map. <br />Mr. "Salmon stated that this map did not note anything below ground, such as <br />utilities. He then went on to note areas of erosion and poor growth 'do to <br />over use incorrect use and over zealous caretakers. There 'was some <br />discussion over the need for additional parking to deal with the publics <br />dependency on automobiles and the need for an easier method to traverse <br />between both,sides of the park. <br />$Mrs. Fife asked if anyone wanted to see the pre - archaeological map of Leeper <br />Park. The Commission responded affirmatively. There was some discussion over <br />the map and possible places for archaeological.investigatiori. Mr. Ox,ian noted <br />that Water, Works -is going to dig up a pipe near the pumping, station and, that <br />may be "a good time for an archaeological excavation of that area_. He also <br />noted that it might be a good idea to have an archaeological i nvestigation <br />done on the park before anything else is done-to the park. Both Mrs. - Fife -and <br />Mr. Salmon "agreed with, Mr. Oxian. Mrs. Choitz stated that Colonial - <br />Williamsburg was - using new techniques in doing landscape _archaeology and <br />wondered if Mrs: Fife had any connections with the people doing this work that% <br />might bring it to South Bend. Mrs., Fife' stated that she did not know the <br />current director but was familiar with the past director. <br />5 <br />
