Mr. Johnson asked if the style-of the garage would have to be historical: Mr. <br />Fine stated that 'the, garage -would not have to be historical and that there <br />will, be guidelines issued to help owners understand what is appropriate and", <br />- what' is inappropriate. Mr. Duvall interjected .that the owners will have a <br />- chance to,participate in the development of•the guidelines for their Historic <br />District. Oxian stated that the guidelines are drawn • up by a Committee, <br />after the district is. formed and that until the guidelines are finished the <br />district would follow a general set of standards. Mr: Oxian 'stated that <br />guidelines vary - from district to district do to their various needs and <br />architectural stock.__He noted _ that the- Commissions ultimate goal- would be• - to <br />have a set of guidelines that would apply to all districts equally. Mr. ' <br />Johnson stated that he was the- at the South'Bend Civic Theater, which <br />is' a Local -Landmark, so, he is..familiar with the Commission I and guidelines, <br />however, he was still unclear about whether or not permission would - be needed - <br />to remove a The Commissioners stated that permission is needed to _.remove <br />trees. Mr. Oxian noted that it would 'depend'on the districts specific <br />guidelines, -for example, in the East Wayne Street - District the - tree has to be <br />a certain size before its removal would have to be.-approved, while in other . <br />districts, such - as Riverside Drive, all trees, regardless of their size, need - <br />a permit. There was' some discussion over various tree situations that would_ <br />and would not require a permit, from the Historic Preservation Commission. Mr. <br />Johnson asked if a tree was damaged by lightening would-a permit be required <br />to remove it. Mr. Oxian, stated that a permit would be required, but-the tree <br />would most likely comedown. Mr. Duvall stated that removal of a damaged -tree• <br />could be approved by the Commission Staff and would not have to go before the <br />Commission itself. A discussion was held concerning -a tree removed at the <br />South Bend Civic Theater and the length of time 'it took to get the removal <br />approved. Mr. Oxian stated the Commission has changed some of its requirements <br />by allowing the Staff to approve in -kind replacements. thus: ,saving time and <br />energy Mr. Johnson asked if the Commission had anv restrictions concerning <br />house colors. Mr. Oxian stated that the Commission does not get involved- in <br />the- deciding of house colors because it is a temporary change. Mr. Duvall <br />stated that the Staff would assist any home' who wants help in selecting <br />paint colors for their house'. Mr. Johnson - stated that his house has the old <br />asphalt shingle siding and that some day he may want to replace it and was <br />wondering if vinyl_ siding would be an option. Mr. Oxian stated that it would <br />depend on the situation,' i.e., the condition'of'the original siding under the <br />asphalt and the cost of rehabilitation versus the cost of new siding. He went <br />on to state that the day the ordinance passes, designating the district, is <br />the day the Commission making judgments. Mr. Johnson stated that- he <br />would be interested in participating in the formation of the guidelines. Mrs. <br />Choitz asked if Mr. Johnson had a complete set of guidelines for the, Civic <br />Theater. Mr. Johnson, stated that he did not. Mr. Duvall stated that the <br />Landmark guidelines are very brief and that the. Staff will send him a copy. <br />Mr. Oxian-asked if anyone else had any questions. <br />Maria Kaczmarek, from the Dismas House at 521 S.'
