Monthly Meeting - <br />7:30 p.m. - <br />Monday July 13, 1998 <br />MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />County Commissioner's <br />Conference Room <br />7th'Floor County-City Building <br />.I. Call to 'Order <br />John Oxian, president of the commission, brought the meeting to order at 7:30 <br />P .M. <br />II. Roll Call <br />Commission members present were: Adrian Fine. John Oxian, Edward Talley, Jerry <br />Wiener. Janeanne Petrass and Martha Choitz. <br />Commission staff present was: David Duvall, director 'and Rhonda Saunders, <br />administrative assistant.* <br />Also" attending the meeting were: Camille Fife, Tom Salmon, Don Sporleder', <br />- Carolyn Pinter, •Mar ia Kaczmarek, Diane P. Corbett. Judith Johns, Darcia <br />O'Blenis; Norman Northcutt, Jennifer Isbell and John Johnson. <br />Mr. Oxian stated he would like 'a motion made to relocate the Leeper Park <br />presentation from. part V of the agenda to part III of the agenda. Mr. Talley <br />moved to suspend the agenda. Mr. Wiener seconded the motion: The motion passed <br />unanimously. \ <br />III. Public Hearing i <br />A. Historic Landmarks and Districts <br />1) Field'Local Historic District - Second reading. <br />Mr.- Duvall presented the staff report and circulated maps of the proposed <br />district. Mr. - Oxian opened the floor to discussion and questions concerning <br />the proposed historic district...Mr. 'Johnson, owner of the house at 515 S.'• <br />Carroll Street: stated that he_ has submitted a request to the City South, <br />Bend to build a garage and, wondered how. having the house designated 'as <br />historic, would affect this. Mr. Oxian asked how soon the garage would be <br />built. -Mr. Johnson stated that he wanted to have it finished with in the next <br />couple of years. Mr. Oxian asked if Mr. Johnson had obtained a building <br />permit. Mr. Johnson stated that he had : not gotten a building permit, however,' <br />he has had the location of the Proposed by the City. Mr. Oxian <br />stated that the Commission generally allow garages to be built because they <br />are a necessity and are located in the rear of the property. He further noted <br />that if the garage was'built after the district was designated then the plans <br />for the.�garage would have to be approved by the Commission but, if the garage <br />was built before the neighborhood became a district then -it would be' <br />considered part of the district upon its designation. Mr. Johnson asked if the <br />garage was built after the designation of the district what would need to be <br />done to get approval for the ,project. Mr. Oxian stated that the first thing <br />the owner would have to do would bring the project before the Commission.- Mr. <br />Oxian" stated that -the Commission would need to know the location of the <br />garage, its size, and style, basically the same things that would to be <br />submitted to the Building. Department. He further stated that, generally <br />speaking, what ever projects the Commission approves is commonly approved by <br />the.Building Department, unless -it becomes a case concerning public safety. <br />n <br />�' 1 <br />
