Revised 8/17/98-, <br />Mr. Oxian'stated that the Commission has its own set of maintenance standards, <br />however, the Commission does not operate like Code Enforcement, though -the <br />- Commission can ask Code Enforcement. to require owners to conform to the <br />Commissions standards. He further, stated that since the City Government is <br />behind the designation of this district., might not be a bad idea to contact <br />Redevelopment and try to set up a type of revolving door.loan fund. Mr. Duvall <br />stated that the Bureau of Housing has assistance funds, for_ home owners, <br />--however, restoration funds and grants are not connected with local <br />designation, a,house -would have to be eligible on its own for the National <br />Register to qualify f such fund Ms. Kaczmarek, stated tha t he <br />neighborhood can be revitalized, but, it will need help.,Mr. "Oxian stated that- <br />the City does not want to have anymore destruction of houses 'or anymore <br />commercial interference in the Taylor 'Field area. He further reported that <br />Michigan, Street, was left out of the proposed district because of its <br />commercial status and that all vacant lots were also left, out because the <br />Commission does not want to get involved in_new construction. <br />Mr. Johnson asked if the Commission would'be opposed to the vacating of the <br />east -west alleys. Mr. Oxian' .stated that the Commission would not have any <br />objections to the closing of an east -west alley. Mr. Talley moved that Taylor <br />Field. Proposed Local Historic District be sent to the Common Council with a <br />favorable recommendation. Mrs.'Choitz seconded the motion. The motion passed <br />unanimously. <br />B. Certificate Appropriateness Applications <br />1. 1998 -0702 - 934 Riverside Drive, terraces for,riverbank stabilization. <br />Mr. Duvall presented the staff report and circulated photographs. He noted ' <br />that the owners, Darcia and_Michael O'Blenis, were',present. Mr. Oxian asked' <br />Mr. Duvall why parts 1 and 3 of the owners narrative was not mentioned in the <br />Staff recommendations. Mr. Duvall stated that it was an over sight. Mr. Oxian <br />stated that these' items 'should .be mentioned. Mr. Duvall reported that the <br />splash block -which would direct the gutter is a minor detail that the staff <br />does not have a problem and the wood, steps should have been mentioned even <br />though they are consistent with the guidelines. Mrs. Choitz moved to ,approve <br />the application with the addition of items 1 through 5 in the applicants <br />letter from July 2nd. Mr. Talley seconded the motion. The motion passed <br />unanimously, <br />2. 1998- 0702 -2 - 1069 'Riverside Drive, bush removal and replacement. <br />Mr: Duvall presented the 'staff report and circulated photographs. He noted <br />that the owner., Judith Johns; was present. Ms. Johns, stated that the proposed <br />Spruce is of the variety, that does not grow beyond 'six' feet. Mr.' Oxian asked <br />if the existing bushes could simply be trimmed back. Ms. Johns stated that the <br />bushes are very woody and to prune them back would get right back to the wood. <br />Mr. Talley moved to approve the application as recommended by staff. Mr. <br />Wiener seconded the motion. Mr. Oxian asked if the bushes were damaging the <br />stucco do the house. Ms. Johns stated that she' did not know if 'they were or. <br />not, but, would find out when - the shrubs were dug out. The motion passed <br />unanimously, <br />
