RECOMENDATION <br />Based on the-Historic Preservation Commissions Local Landmarks Criteria as <br />adopted by the Common Council, the potions of the sites at 407 -409 W. <br />Jefferson and 127 and' 129 Franklin Place has been -recommended to the Common <br />Council for designation as a Local Historic Landmark by Historic Preservation <br />Commission. The buildings meet the criteria in at least three areas: <br />1.),Its embodiment of elements of architectural design, detail, materials, or <br />craftsmanship which represents. 'an architectural -characteristic or <br />innovation.. ' <br />2.) Its suitability for preservation. <br />3:) •Its identification with the life of a ' person or persons of historical <br />significance.. <br />The building: fulfills criteria #1 as excellent examples of a turn of the <br />century single and multi- family,Queen Anne, Irregular Ell and American Four <br />Square style houses. .Their architectural_- designs are apparent in their <br />various roof configurations, their use of friezes, shingle and clap board <br />"siding, columned front porch, flared stories; towers and window types. The <br />buildings are rated-as follows: 127 Franklin Place is a Contributing nine; 129 <br />Franklin Place is a Significant eleven and 407 -409 W. .Jefferson is a <br />Contributing ten in the Indiana Historic Sites and Structures Inventory.. <br />The buildings fulfill criteria #2 by the integrity' of their original <br />construction with only minor alterations and their proximity to each other. <br />The 'buildings fulfill criteria #3 by their association with prominent lumber <br />dealer John C. Stovpr and St. Joseph County Sheriff and pioneer, George V. <br />Glover. Both were well known and respected men and pioneers of South Bend. <br />Staff - finds that the bili- l.dings meet the criteria for designation as a Local <br />Landmark and recommends that the commission so recommend the buildings to the <br />common council for such designation. <br />i <br />RS <br />8/27/97 <br />
