Mr. David Duvall <br />August 11, 1998 <br />Page Two <br />It is not practical to re -use any of the power company -owned system. The wiring has proved <br />itself unreliable under current electrical load. The new system will draw more power through the <br />wiring. The attached 1996 condition survey indicates quite a lot of deterioration since your 1987 <br />survey, even with an eye not as critical as yours. The cost parts and labor to retro -fit the existing <br />lighting fixtures with new parts and conversion to high voltage lighting source far exceeds the cost <br />of a new fixture. There are at least five different shapes of existing poles in the district. There are <br />at least four different kinds of lighting fixtures. The most common type of pole is the concrete <br />"spincast" pole, which was once manufactured in South Bend. This proposal is to use all new <br />"spincast" poles in this district, except for Jefferson Boulevard. A copy of the August, 1990 report <br />of the Mayor's Streetlight Advisory Committee is attached for the Commission's review and <br />possibly reminiscence. The advisory committee recommended high pressure sodium lighting in all <br />historic districts and fiberglass replica of black cast iron poles in the East Wayne district. <br />This proposal follows the recommendation regarding the light source, but not for the poles. <br />The reason for this is because the concrete "spincast" pole is the predominate pole in the district at <br />the time of formation. It is also available at half the cost of fiberglass and more durable under the <br />variety of severe weather conditions which the poles can expect to be subjected during the next fifty <br />years or so. <br />The items removed from the district will be repaired where possible and/or used as <br />replacement parts for facilities in East Wayne or other areas of the city where the same or similar <br />equipment is used. Only items found to be damaged beyond repair or usefulness as replacement <br />parts will be recycled to other forms. <br />I am looking forward to the meeting on the 17th.
