D.' Committee Reports <br />1. Budget and Finance <br />None <br />2. Historic Districts <br />Mrs. Hostetler stated that the Committee has reviewed the guidelines for North <br />St. Joseph Street.. She also reported that the Committee had gone 'over the <br />guidelines for the Riverbend .Historic District to see how they would to <br />the new district and how they could be expanded upon with line drawings, t <br />colored paper, - .clearer language and examples of - what - is appropriate and not <br />appropriate to make them more user friendly. Mrs. Hostetler stated,that the = <br />guidelines are awaiting a computer that is formatted - to _handle_ them. Mr. <br />Duvall concurred that the current software was not capable of desktop <br />- publishing. Mr. Oxian asked if the Committee had started on the. guidelines <br />for the Cushing Street District. Mrs. Hostetler stated that they have not.. <br />3. Historic Landmarks <br />Mr. Oxian stated that he wants to place 12670 State .Road 23, regarding the <br />removal of part of the property from Landmark.Designation, into Public Hearing <br />for next - months meeting,. - He also noted that in his opinion the _Commission <br />should not allow this. - - However, since the owner has requested to give a <br />presentation.it will be,placed under public hearing in next months meeting. _ <br />4. Standards and Maintenance <br />Mr. Oxian stated that he wants to expand the Committee to include.Mrs. Petrass <br />as an alternate, to better accommodate the amount of work going through that <br />Committee'. <br />5. Legal <br />Mrs. DeRose`stated that she had acquired samples -of identification cards from <br />Code' Enforcement and the', Health Department to get ideas for identification , <br />cards for Commission members and staff to be used in the field. There was <br />some discussion -over the style of the cards and the possibility of making <br />business cards for - the members of the Liaison Committees.' <br />Mr. Oxian asked if someone could-donate to the Commission.- Mrs. stated <br />that since the'Commission was _a_ part_ of -the. -City of - South -Bend and St: Joseph <br />County any - charitable donation would be 'tax deductible.,'She also stated -that <br />the donor should discuss the matter with their accountant first. <br />E. -- Staff Reports' <br />1. -C of A_ Staff Approvals <br />None <br />2. DHPA Grant Status <br />Mr: Duvall reported -that -the Westerly Group, the consultants on the Leeper <br />Park plan, made a public presentation last week to discuss the plans. He <br />reported - that they gave a brief discussion of the history of the park and then <br />presented three possible preservation plans for Leeper Park. The plans ranged <br />from a low impact plan consisting of a very conservative.park maintenance plan <br />to a. plan that would realize the parks original plan by Kesler. - Mr'.- Duvall <br />stated that' the Westerly. Group would be back before -the Commission with a <br />draft document - of a .single plan at the May meeting-for review and comments. <br />�Mr,. Talley asked where the Leepef Park nomination to the National'Register was <br />at. Mr. Duvall" stated that I it was still being bated around in the review <br />board and - that he had just received another 'review asking 'for changes in the <br />nomination.' Mr. Talley asked if.'the reason for all the difficulties was , <br />.because of Mr. Cairns, who wrote the nomination. Mr. Duvall stated that it <br />7 <br />
