Mr. Duvall <br />further noted that since the completion of the context study on brick streets <br />he has found three short stretches of brick roads that had not been included. <br />The missing streets include portions of Chestnut Street, Napier Street and <br />Franklin Street. Mr. Oxian then referred to the fact that the maps that were <br />attached to the back of the context study did not have legends. Mr. Talley <br />asked if the staff had access to a color copier to create a color map and <br />legend. Mr. Duvall responded that to get a color copy the staff would have to <br />go to a copy center. Mrs. Hostetler noted that she could get color copies for <br />Mr. Duvall. Mr. Oxian questioned why Lincolnway West was not in the study <br />since it had originally been a brick street. Mr. Duvall stated that <br />Lincolnway West was not in the study because it is not a remaining brick <br />street, the context study only includes streets which are to date still paved <br />with brick. Mr. Oxian then asked what figure two was representing. Mr. <br />Duvall stated that figure two was only a point of reference of what the size <br />of the city of South Bend was in 1910, which was the peek period of brick <br />streets. Mr. Talley stated that there was a street that runs west off of <br />Portage, the first south street from Lathrop Street right behind the monument <br />company. Mr. Fine interjected that the street was Johnson. Mr. Talley <br />continued that he noticed that for three blocks the curbs were all brick. Mr. <br />Oxian asked what figure one signified. Mr. Duvall stated that it was a city <br />map from 1898, which was originally in color, that shows the different types <br />of paving materials used through out the city. <br />Mr. Oxian asked if Mr. Duvall was sure that everything was listed concerning <br />the New Deal in the context study about the New Deal in St. Joseph County. <br />• Mr. Duvall stated that since receiving the finished study he has not found <br />anything that he believes to be WPA that has not been included in the study. <br />Mr. Oxian asked if the north side wall was included. Mr. Duvall said it was <br />included in the study under parks and landscaping. Mr. Talley questioned the <br />section that referred to Leeper Park and the Duck Pond as being WPA projects, <br />he further stated that the Duck Pond was not WPA. Mr. Duvall stated that <br />there was repair work done on the Duck Pond by the WPA. Mr. Wiener moved to <br />accept the context studies on the Brick Streets of South Bend and the New Deal <br />in St. Joseph County. Mr. Talley,, seconded the motion. The motion passed <br />unanimously. J <br />B. 828 East Jefferson - Local Landmark proposed <br />Mr. Duvall noted that this item was continued •from last months special <br />meeting. At that time there had been a conversation with David Weiss asking <br />that the house not be landmarked in its present location. Mr. Weiss's <br />fundamental problem was that he felt he did not have insurance concerning the <br />buyer, Mr. Johnson. Mr. Duvall stated that Mr. Johnson said he -would be at <br />the meeting tonight, but he did not show. The latest news Mr. Duvall has <br />related to this situation is an unsigned letter of understanding that Mr. <br />Johnson gave to him last Friday. Mr. Duvall stated that he has not heard from <br />Mr. Weiss. Mr. Duvall noted that a letter was sent to Mr. Weiss informing him <br />that per his request the item was held over to this meeting. Mr. Talley noted <br />that something was going on at the lot at the corner of Jefferson and Eddy. <br />Mr. Duvall stated that it appeared as though Mr. Johnson had changed his mind <br />about moving to the lot on the corner of Jefferson and Eddy and was again <br />thinking about moving the house to 216 S. St. Louis. Mr. Oxian moved to have <br />the house tentatively recommended to the Council after two months period for <br />landmarks status in the situation that was previously mentioned by Mrs. DeRose <br />
