• c. 1998-99 - Tentative projects for application . <br />Mr. Duvall called attention to the letter received from John Burkebile of the <br />County Parks Department.in regards to the Studebaker Clubhouse. He noted the <br />items indicated in - the letter that were to be repaired or replaced. Mr. <br />Duvall stated that some of the items on the list would not be eligible ,for <br />DHPA money. Mr. Duvall noted that the Parks Department were seeking the same <br />funding that Water Works and the' Courthouse Corporation are after and,that all <br />of them have asked the Commission to be a co -applicant. Mr. Oxian stated that <br />now there would be one application for the city and two for the county. Mr. <br />Duvall noted that it would be best to separate these requests and not combine <br />them. <br />4. Blake Gardens <br />Mr. Duvall noted that the Commission offered testimony at the DNR public <br />hearing and that there was a letter written to the Army Corp of Engineers <br />about the opposition of the permit. It is still unclear if there will be a <br />public hearing for the Army Corp of Engineers. Mr. Duvall stated that there <br />were about twenty speakers in opposition at the DNR hearing to discuss the <br />environmental impact and some historical aspects. Mr. Sporleder interjected <br />with the DNR's key points of concern. He further noted that the petitioner <br />had elected not to reply publicly to the remonstrations, but, to submit his <br />argument in writing and that remonstrators could also send in written comments <br />with in the two weeks following the hearing. Mr. Sporleder stated that <br />Michiana Water Shed did elect to send a written comment to the DNR. Mr. <br />Duvall interjected that in addition to his verbal comments he too sent a <br />letter and all the appendages to the DNR. <br />5. Olive School <br />Mr. Duvall stated that he had attended a board meeting of the Michiana Academy <br />for the Performing Arts, which is the present owner of the school building. <br />His impression from the board meeting was that they were still trying to build <br />their organization. Mr. Duvall noted that they have boarded the school and, <br />are scrambling to find someone to patch the holes in the roof. There is <br />another meeting of the board with in the month that Mr. Duvall will attend. <br />There was some discussion of apartments possibly being built on Douglas road <br />east of Grape that might be related to the' contractor working in Blake <br />Gardens. Mr. Oxian mentioned the possibility that since the Blake Gardens <br />project was going no where that it might be financially draining the builder. <br />Mr. Sporleder noted that all of the opposition letters that were sent to the <br />DNR were copied and the copies given to the Commission. <br />VI. Old Business <br />A. Acceptance of context studies <br />Mr. Duvall noted that the Commission members should have had the context <br />studies for at least a'month with the exception of Mr. Talley. He stated that <br />the Commission needed to accept the studies so they could be sent to the DHPA. <br />Mr. Oxian asked why Mr. Duvall had only noted one brick laying company on page <br />. 10 of,the Brick Streets of South Bend context study. Mr. Oxian stated that if <br />one company was mentioned then all of the companies should be mentioned. Mr. <br />Duvall stated that what is included is what is.documented, those not included <br />
