moved to change the time period from 45 days to 60 days. Mr. Talley seconded <br />• the motion. The -motion passed unanimously. <br />Mr. Oxian stated that he had spoken with John Hosinski, the chairman of Zoning <br />and Annexation, concerning the presentation of St. Joseph Street and Cushing <br />Street between Lindsey and Portage as a local historic district 'in which it <br />was decided to go with the 90 day Ordinance. This means the council has to <br />give approval so the Commission could introduce the ordinance. <br />E. Staff Report <br />1. Staff Approved Certificates of Appropriateness <br />Mr. Oxian noted that there was a list of approvals in everyones packets, then <br />he asked if there were any others that needed to be reported. Mr. Duvall <br />noted that both of the fire damaged houses on River Avenue have purchased C of <br />A's for repairs. <br />2. Legal <br />Madison Center noise complaint <br />Mr. Duvall stated .that he had received a letter from Jack Roberts which <br />indicated that he felt that the Madison had. done what it could do, and more or <br />less ignored Mr. Duvalls previous letters concerning a plan A and plan B. Mr. <br />Duvall noted that the letter was only addressed to himself and was not copied <br />to any other parties. Mr. Talley stated that he.had not been able to spend <br />anytime on the situation. He also mentioned that Linda Fritschner along with <br />an audiologist took it upon, themselves, during the previous negotiations, to <br />advise Madison Center and their architects as to their personal opinions of <br />what would be the best way to solve the noise problem. Mr. Talley went on to <br />• dxpress his view that this excess aggravation by Mrs. Fritschner caused the <br />change in the original plan and thus led to the unsatisfactory out come which <br />still stands. He expressed his confusion as to how to proceed with the <br />situation when Madison Center is more or less refusing to do anymore and the <br />Riverside neighborhood is no longer a united front do -to the fissure between <br />Linda Fritschner and Julia DesLuarier. Mrs. Choitz stated that the Commission <br />had to come to some kind of a closure of the situation while leaving the door <br />open for the liaison committee to continue fighting if they feel there is a <br />need for it and when there is a. solid front against the problem then the <br />Commission would be happy to help in their efforts. She further stated that a <br />letter which expresses these views should be mailed out to all concerned <br />parties. <br />3. DHPA Grants <br />Mr. Duvall stated that the 1996-97 activities were closed out except for the <br />final certified local government reports. He also reported that the Executive <br />Committee met last week regarding the 1997-98 grants and that they determined <br />to respond favorably to Corner Stone Designs proposal for the Portage Manor <br />National Register Nomination and the Westerly Groups proposal' for a historic <br />preservation plan of Leeper Park. Mr. Duvall stated that the up coming <br />1998-99 project for application, which is the Commissions proposal for the <br />resurvey of the County, is in the writing stage. The grant being prepared by <br />Water Works for the window work at the North Pumping Station was received this <br />week. The Staff has not heard.from the other groups seeking grant support as <br />of yet. <br />4. Oliver School <br />Mr. Duvpll stated that he has had more discussion with Dwight Macon, <br />President of the Michiana Academy of the Performing Arts, in which it came out <br />that they are having difficulty in putting together a board and in getting <br />financial help .in their repair projects. <br />
