• Mr. Oxian noted that in section seven 'pertaining to 1724 East Wayne Street, <br />should say what style of door was approved. Fie further noted that in section <br />five under Standards and Maintenance Committee it should state that he noted <br />the need for the new standards to be sent to all Commission members and <br />property owners. Mr. Talley moved to accept the minutes as corrected. Mrs. <br />Choitz seconded the motion. The motion passed unanimously. <br />B.Treasurers Report <br />Nothing to report <br />C. Correspondence <br />Mr. Duvall stated that the Commission had received notification from Landmarks <br />Foundation which stated that they did receive a Heritage Preservation <br />Education grant for the publication of an educational pamphlet on the Hugart <br />Settlement for $2,000.00 and they anticipate printing 5,000 for distribution <br />at Potato Creek State Park. <br />Mr. Duvall noted that a request for the Commissions comments on, a proposal to <br />rename Chapin Street Alonzo Watson Boulevard had been received from the <br />Department of Public Works. With this request were a. listof supporting <br />companies, groups and individual residents and a list of groups and people in <br />opposition to the,proposal. Mr. Talley expressed his opposition of the street <br />chosen to be renamed, he reiterated that the idea was good, however, the <br />location chosen was wrong due to the considerable amount of history connected <br />with Chapin Street. He further suggested that a different street be chosen. <br />Mrs. Choitz interjected that she felt the same as Mr. Talley, that Chapin <br />• Street is too important a street to be renamed. She went on to stress that if <br />a, street is, renamed that the entire street should *be renamed and not just a <br />portion of it. Mrs. Choitz also suggested that there were many other more <br />suitable streets that have meaningless names that could be made into Alonzo <br />Watson Boulevard, such as Western Avenue or Elm Street. Mr. Oxian stated that <br />when you have a street named after an important historical figure of South <br />Bend and St. Joseph County that their names should remain because you will not <br />find them in any other city, they are special to this area. Ile further stated <br />that Mr. Watsons name could go on any number of roads with names that have no <br />real meaning and then he would be another important historical addition to the <br />city, instead of replacing one important man with another. Mr. Oxian <br />suggested that any streets named after trees or United States Presidents would <br />be fine. Mr. Duvall was asked why they had chosen Chapin Street. Mr. Duvall <br />stated that he .did not know why that street was chosen and that he did not <br />know much about the process of renaming a street. Ile also noted that most of <br />the signatures on the petition in favor of the proposal came from people who <br />live in the public housing project there and that the request originated from <br />the Housing Authority and is signed by Frank Alfred. Mr. Talley mentioned <br />that he felt it was ironic that the endeavor to name a street after Mr.. Watson <br />was bein-- done is such a way that it went against the work and beliefs of the <br />very man, they want to honor. Mr. Oxian moved to support the naming of a <br />street in honor of Mr. Watson as long as it does not include a street already <br />named after an historically important local personage. Mrs. Sporleder <br />questioned the clarity of the motion. Mr. Talley further stated that it was <br />important that the Commis,sion,be in support of the idea and that he understood <br />the connection between the street and the housing projects future plans. Mrs. <br />• Choitz said that it should also be mentioned that the entire street be renamed <br />and not just a portion of a street. Mrs. DeRose stated that it should be a <br />resolution and not a motion. Mr. Oxian resolved that the Commission was in <br />support of the idea of naming a street after Mr. Watson, as long as it does <br />not usurp an already important historical figure with an equally important <br />figure from South Bend and St. Joseph Counties past.
