• Association wants to mark the Chapin Park neighborhood, and, bring out its <br />uniqueness, through the special entry markers. Mr. Oxian questioned the <br />location by Minklers Hardware. Mr. Molenda stated that the area chosen by <br />Minklers is one of the ways that people enter the Chapin Park neighborhood and <br />that is why it was chosen. Mrs. Luecke interjected that it was felt that this <br />would be a way of enhancing peoples perception of the neighborhood and make <br />them aware of it and its historical significance. The Parks Association chose <br />the Leeper Park location because there'is no tree lawn available at the top of <br />the hill on one side of the street. Mrs. Luecke further stated that if the <br />location just inside Leeper Park.property did not meet with the Commissions <br />approval then the Association would probably withdrawal the sight and go ahead <br />with the others" sites. Mrs. Choitz interjected that the Commission was <br />planning historic district _signs for the Riverside Drive area, she felt that <br />these signs with the markers that were being proposed might lead to confusion <br />with the different names, one saying Riverside Drive Historic District and the <br />other saying Chapin Park National Register District. Mrs. Choitz expressed <br />further concern ,over having monuments that only recognizes the national <br />register district, even though, that. district also encompasses a local <br />historic district and a local landmark. Mrs. Luecke stated the Parks - <br />Association did not intentionally of exclude the local district or landmark <br />and that they would be happy to get together with the Commission to come up <br />with more appropriate wording to include all of the concerned properties. She <br />further reiterated that the pillars were seen as a .way to improve the areas <br />image and appearance. Mr. Oxian stated that the concern over the location <br />proposed was do to the fact that there are 2 districts and a landmark all <br />• coming together, thus all three should be represented on 'that particular <br />monument. He suggested that the application be put into the district <br />committee so that both parties involved could come to a mutual understanding <br />of what should be done and have them give the Commission a recommendation at <br />next months meeting. Mrs. Sporleder asked who was. paying for the pillars. <br />Mr. Molenda stated that it was a joint venture between the Park Avenue <br />Association and Memorial Hospital. _ Mrs. Luecke stated that the hospital had <br />approached the Association with the idea of entry markers and that Parks <br />Association had seen this as an attempt to better the relationship between the <br />neighborhood and the hospital which has had a rocky past. Mrs. Sporleder <br />questioned the size of the pillars. Mr. Molenda stated that they were close <br />to 10 feet in height. Mrs. Sporleder asked if the Association was not afraid <br />that these markers might make the district look like a gated community. Mr. <br />Molenda said that it might be interpreted as gates but the Association views <br />it simply as a method to draw attention to the neighborhoods uniqueness. Mrs. <br />Choitz expressed strong reservation about the safety of having the pillars at <br />the proposed location do to the way cars speed around that narrow curve. Mr. <br />Talley moved to have the application placed in the District Committee for <br />further discussion and recommendations. Mrs. Sporleder, seconded the motion. <br />The motion passed unanimously. Mr. Talley interjected that the groups <br />involved might also consider Angela and Hudson as a location for entry <br />markers. <br />3) 1997-0930, 231 South Eddy - Install a new sign, remove a pear tree and <br />plant a new tree. <br />Mrs. Saunders presented the Staff Report and Mr. Duvall distributed <br />• photographs. He noted that the owner, Mr. Schatz, was present. Mrs. Hostetler <br />moved to approve the 'application as recommended by staff. Mrs. Choitz <br />seconded the motion. The motion passed unanimously. <br />4) 1997-1002 - 1326 East Wayne Street North - Replace existing gutters and <br />downspouts with a continuous length aluminum product. <br />
