0 <br />• MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Regular Monthly Meeting County Commissioner's <br />7:30 p.m. Conference Room <br />Monday October, 1997 7th Floor County -City <br />Building <br />I. Call to Order <br />.John Oxian, President of the commission, brought the meeting to order at 7:30 <br />p.m. <br />II. Roll Call <br />Commission members present were: John Borkowski, Martha Choitz, Catherine <br />Hostetler, John Oxian, Edward Talley, Joann Sporleder & Jerry Wiener. <br />Commission staff present was: David Duvall, Director, Rhonda Saunders, <br />Administrative Assistant and Aladean DeRose, Counsel. <br />Also attending the meeting were: Patrick Lynch, Ed Smith, Laura Smith, Stan <br />Molenda, Peg Luecke, Matt Costello, Maurice Hoban, Philip Schatz, Don <br />Sporleder and Mr. and Mrs. Riley. <br />III. Public Hearing . <br />A. Certificates of Appropriateness <br />1) 1997-0911 - 800 Lafayette (Leeper Park) - Plant a new maple tree by the <br />• ' duck pond to replace trees that were already removed. <br />Mrs. Saunders presented the Staff Report and Mr. Duvall distributed <br />photographs. Mr.. Duvall noted that, no one was present from the Parks <br />Department. Mrs. Hostetler moved to approve the application as recommended by <br />staff. Mr. Talley seconded the motion. The motion passed unanimously <br />2) 1997-0901 - 800 Lafayette (Leeper) --Construct brick neighborhood entry <br />markers that would be situated on either side of Riverside Drive at the top of <br />Leeper Park east of 902 and 909 Riverside,Drive, just inside park property. <br />Mrs. Saunders ,presented the .Staff Report and Mr. Duvall distributed <br />photographs. Mr. Oxian recommended that if the gates were approved for the <br />described location that the local landmark and local historic district that it <br />will be situated in also be placed on the posts along with the national <br />register name. Mrs. Choitz stated that she felt the location was wrong, that <br />the marker should be located at Park and Navarre Streets if it is to be just <br />for the Chapin National Register District. She further no that if it was <br />going to include Riverside Drive then there should be one at Angela and one <br />down by the tennis courts at Lafayette. Mrs..Choitz also mentioned that the <br />entry markers were not appropriate to anything in the park. Mr. Duvall <br />further clarified that the markers would be located just with in the park <br />property line. Mr. Duvall noted that Stan Molenda and Peg Luecke, both <br />members of the Park Avenue Neighborhood Association, were present. Mr. Duvall <br />stated that there were going to be several markers placed at different <br />entrances to Chapin Park. Mr. Molenda introduced himself, then went on to <br />note that the Parks Association was planning on constructing eight similar <br />pillars at various locations. He stated that their intent was to designate <br />• the boundaries and natural entrances to the Chapin Park historic district. <br />Mr. Molenda stated where the other markers were going to located; one at the <br />far southwest corner of Madison and William, two more are to be placed at <br />Navarre and Lafayette and Navarre and Portage, another will be located on <br />Portage near Minklers Hardware Store and that there was a are proposal for <br />one more to go where Portage, Forest and Lamont meet.
