V,. _, CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1996-1001 <br />PROPERTY -- 1230 East Wayne Street <br />South Bend <br />OWNER -- Terry & Paula Miller <br />DESIGNATION -- LHD-EW <br />RATING -- NC <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This residence was constructed in 1960 for Ben H. and 'Edna J. Drollinger. Mr. <br />Drollinger was the principal of Drollinger & Associates, a realty firm located <br />in the Sherland Building. The house is hybrid style with characteristics .of <br />Ranch and Cape -Cod building types and influenced by Contemporary, Colonial <br />Revival, and Tudor Revival styles. It is generally "L" shaped in plan, <br />presenting a story and a half main body with a one story gabled extension to <br />the street frontage. An open porch with narrow Tuscan spindle posts fills out <br />the remainder of the facade. The wing at the rear is a full two stories with a <br />lower sloped roof immediately behind the main body and a single story garage <br />extending behind. a small shed dormer abuts the two story section of the <br />building. Windows a generally 6/6 double hung with decorative shutters and <br />similar divided -lite casement windows where dictated by function. There is a <br />picture window with flanking double hungs in the porch recess. The first story <br />• is finished in brick except at the rear wing which is clad in siding as is the <br />full second story. The beveled siding at the front gable is installed parallel <br />to the rake of the roof. An ornamental dove -cote accents this 'gable feature. <br />PROPOSED CHANGE <br />The owners propose to redevelop the east end of the half story second floor to <br />provide full story space therein. This affects the appearance of the structure <br />by adding a large gabled dormer to the front and extending the shed dormer <br />along the rear. These dormers are proposed to be finished with double -hung <br />windows and beveled siding similar to the existing and repeating the angled <br />siding, at the new gable. The rake of the. roof at the east end is to be <br />retained. <br />STANDARDS <br />The guidelines for East Wayne Street Local HIstoric District state: <br />II.B.3 - Prohibited <br />Nothing shall be done to change the essential character of the roof as viewed <br />from the thoroughfare by adding architectural features, large, unsightly <br />fixtures, or by using building materials inappropriate to the style of the <br />house... <br />III.A.1 - Required <br />The height of a new structure (i.e. addition) and its height to width <br />proportion shall be consistent with adjacent buildings in the district.... <br />Additions to existing buildings shall be related in height and proportion t.o <br />the existing structure. <br />III.A.2 - Recommended <br />. Contemporary designs should be compatible in character and mood to the <br />building or neighborhood. <br />
