CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />is <br />APPLICATION -- 1996-0916 <br />PROPERTY -- 1091 Riverside Drive <br />South Bend, IN <br />OWNER -- Brian & Ruth Crumlish <br />DESIGNATION -= LHD-RD <br />RATING -- 0/13 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This residence was constructed in 1909 and 1910 for Thaddeus M. Talcott, a <br />prominent local Attorney and U.S. Commissioner. The house was designed by <br />Ernest Young, a notable local architect and prominent practitioner of the <br />Prairie Style. The Talcott family resided here until 1926 when the property <br />was sold to and occupied by Franklin D. Schuz, vice president of the South <br />Bend Tribune, and his wife Martha. <br />The house is an excellent specimen of the Prairie Style with horizontal <br />stained wide board & batten siding to the second floor window sill line and <br />stucco panels between second story windows, low-pitched hip roofs with wide <br />overhanging eaves, entry wing walls which accentuate horizontality, central <br />chimney, and.banded window groupings, especially at corners. A detached garage <br />is similarly treated. <br />• PROPOSED CHANGE <br />The Owners propose to replace the existing .wood shingle roof with new <br />composition roofing similar to that which has already been installed at the <br />garage. Guttering shall be repaired and/or replaced in-kind as the need is <br />found during work. <br />STANDARDS <br />II.B.2 - Recommended <br />Whenever possible, the original shape and materials of the roof should be <br />restored. Particular effort should be made to retain materials such as slate, <br />tile, and other unique materials not commonly found in new construction. Roof <br />material which is deteriorated beyond repair should be replaced with new <br />materials that matches as closely as possible the original composition, size, <br />shape, color, and texture.... <br />RECOMMENDATION <br />The existing roofing material is wood shingle which was installed by the <br />current owners in 1977. The material has proven problematic as it tends to <br />propagate moss and lichen growth in this setting. As it is once again timely <br />to replace this material, the owners wish*to now utilize a composition shingle <br />which imitates the appearance of the wood shingle. The proposed material has <br />already been installed at the garage in 1992. <br />The proposed material meets the guidelines for roofing.
