CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1996-1002 <br />PROPERTY -- 1055 Riverside Drive <br />South Bend, IN <br />OWNER -- Chuck Leone <br />DESIGNATION -- LHD-RD <br />RATING -- 0/13 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This residence was constructed in 1926 for Frederick and Katherine Wellington <br />on the.site of a.previous hose which had been constructed in 1910. The house <br />was designed by Gerber & Haley. It is possible that the Wellington's daughter, <br />Mrs. J. Howard Haley, had married into the architect's family. A native of <br />Pittsburgh, Wellington came to South Bend in 1912 at the age of 35 to work <br />for the South Bend Watch Company as General Manager. He remained in this <br />position until 1932 and later worked for the Investors Syndicate. <br />The building is an imposing brick structure with stone accents. The style is <br />best described as Arts & Crafts Movement. It is very simple in detail, being <br />reminiscent of the work of McIntosh and other Europeans on the less exuberant <br />side of the Art Nouveau movement. <br />PROPOSED CHANGE <br />is <br />The Owners propose to replace the existing ceramic tile entry sidewalk with <br />new stained concrete pavers. <br />STANDARDS <br />I.B.1 - Required <br />Plants, Trees, fencing, walkways, private yard lights, signs (house numbers), <br />and benches which reflect the properties history and development shall be <br />retained. <br />RECOMMENDATION <br />The guidelines for Building Site and Landscaping do not directly address the <br />necessary replacement of material which has deteriorated. In the section of <br />the guidelines which addresses building materials it is generally recommended <br />that the replacement material should be of the same material and design or <br />should replicate the appearance of the original. The existing low masonry <br />walls located where the steps allow for change in grade are to be retained. <br />The material proposed for replacement is a fired clay product set in <br />cementateous grout which has spalled badly. The material proposed to replace <br />the damaged material is a cast concrete which has been colored to resemble <br />terre-cotta. The installation system stabilizes the edge conditioii with <br />sub -surface edging material and sets the cast. pavers in crushed stone. The <br />shape of the pavers allows for the materials to be sQt after this same <br />meandering pattern as the existing walk. <br />Staff recommends approval of the application. <br />
