• B) Leeper Park Proposal <br />Mr. Oxian reported that the standards and guidelines from Boston have been <br />sent to the Parks Department for their review. Ile indicated that a letter had <br />been received from them requesting a meeting to review the standards. Mr. <br />Talley will establish a meeting for members of the Landmarks Committee to meet <br />with Park Dept. staff. <br />c. 415 Parry Street - Mr. Duvall stated that he had met with Rebecca Shriner, <br />the owner of this Local Landmark regarding her concern that Robert Henry, the <br />owner of a nearby contracting firm had indicated an intention to rezone her <br />property and several adjacent residential lots for light industrial use <br />related to expansion of his business. Ile indicated that he had discussed the <br />position of the commission that unless there was a proposal on record which <br />would effect the landmark status and character, the commission did not yet <br />have standing for the discussion. Ms. Shriner had indicated that she would <br />probably present some such proposal in that case. However no application or <br />proposal had been received to date. He also stated that he has had no direct <br />discussions with Mr. Henry although telephone messages had been exchanged. <br />Mr. Oxian observed that this issue had been discussed when he met with Jon <br />Hunt and that the city was not excited about the prospect of this rezoning. <br />6. Standards & Maintenance <br />Fr. Bullene reported that the committee had met to discuss the pending request <br />for COA at 1414 East Wayne Street. Having in the interim had the opportunity <br />to visit the site, he stated that it was obvious that the fence was <br />• inappropriate. This judgment was based on his analysis that the neighborhood <br />was constituted by houses which are slightly overscaled to their lots and that <br />the esthetic character was mutually reinforced by the continuity of space from <br />yard to yard. The committee recommended that the fencing be removed from <br />forward of the building set -back. Mr. Duvall observed that the owner had <br />submitted a letter which had duly been distributed for review by the <br />commission and reminded the commission that this application was still pending <br />decision, having been referred to committee and that a denial would be <br />required prior to a request for removal. After some discussion of the <br />technicalities involved with the documentation necessary for purchase of a <br />permit, Fr. Bullene moved that the application for a fence at 1414 East Wayne <br />Street be denied. This motion was seconded'by Mrs. Petrass. The motion passed <br />with a roll -call vote as Follows: <br />Fr. Bullene voted yes because a portion of the fence as constructed is in <br />violation of the standards and guidelines and that the fence is contrary to <br />both the letter and the spirit of the guidelines. <br />Mr. Talley voted yes concurring with the reasons stated by Fr. Bullene. <br />Mr. Wiener voted yes concurring with the reasons stated by Fr. Bullene. <br />Mrs. Petrass voted yes concurring with the reasons stated by Fr. Bullene. <br />Mr. Oxian voted yes noting that individual deviations from standards without <br />Certificates of Appropriateness could not be allowed. <br />Mrs. Hostetler voted yes concurring with the reasons stated by Fr. Bullene and <br />noting that the work constituted a clear violation of the standards. <br />• 6. Personnel <br />Mr. Duvall reported no change in the personnel status. Our notice of the <br />available position has been published in the Southhold Newsletter. Several <br />resumes have been received and Mr. Duvall is to establish interviews. An <br />intern is scheduled for 3 hours of work per week during March. This person has <br />expressed interest in the assistants position. <br />
