CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />41 APPLICATION -- 1996-0716 <br />PROPERTY -- 725 Lincolnway East <br />South Bend, IN <br />OWNER -- Philip D. Kline <br />DESIGNATION -- Edgewater Place Local Historic District <br />RATING -- C/10 <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />This residence was constructed by Whitcomb & Keller in 1924. The building is a <br />vernacular or builder type known as a foursquare with detail influenced by <br />the Prairie Style., <br />The first owners of the house were Victor Freeman, a salesman for Studebaker, <br />and his wife Anna. <br />PROPOSED CHANGE <br />This application was filed upon request of the commission following the <br />execution of the described work. The work explicitly stated by the applicant <br />on his application form is limited to installation of the screen panels. <br />However Staff feels that the removal of the railing and balustrade is <br />implicitly included in the application as is the screen door. <br />STANDARDS <br />The guidelines for the Edgewater Place Historic District indicate: <br />II.D.1 — Required <br />Existing original porches and steps including handrails, balusters, columns, <br />brackets, tiles, and roof decorations shall be retained'or replaced with <br />replicas of the same design and material when deteriorated beyond repair...... <br />II.D.2 — Recommended <br />When enclosing porches for heat conservation or other reasons, it should be <br />done in a manner that does not alter the architectural character of the <br />building. <br />RECOMMENDATION <br />The Standards are clear regarding this kind of alteration and have anticipated <br />alteration of porches to allow use as controlled space while requiring that <br />historical elements be retained or replaced. Typically, in a situation such as <br />this the commission would request that the screen panels be placed on the <br />inside of the balustrade to retain better public view of the historical <br />feature. However, it would be acceptable to install replacement balustrade on <br />the inside of the screen to avoid having to relocate the screening which has <br />been installed. The screen door is appropriate to the style of the house. <br />Staff recommends that the commission approve installation of the screen mesh <br />and screen door. However, the guidelines indicate that replacement of the <br />balustrade should be made a condition of this approval, and made to be <br />included in the application. <br />• DBD <br />8/9/96 <br />
