CERTIFICATE OF APPROPRIATENESS STAFF REPORT <br />• APPLICATION -- 1996-0717B <br />PROPERTY -- 553 Edgewater Drive <br />South Bend, IN <br />OWNER -- Larry & Gina.DeLauruelle- <br />DESIGNATION -- Edgewater Place Local Historic District <br />STATEMENT OF SIGNIFICANCE HISTORIC CONTEXT - <br />This house appears to have been built by Whitcomb & Keller in 1920 for Joseph <br />D. & Charlotte Loveland. However, the first residents listed were Charles and <br />Edna Bender in 1921. The Benders purchased the property in 1924. Mr. Bender <br />was employed as an assistant foreman at Studebaker's Plant #2. In 1943, the <br />house was purchased by Aletha E. Whitcomb, the widow of Leslie whitcomb who <br />had been a partner in the development of Edgewater Place. <br />The residence is a one story Bungalow type executed in the Craftsman Style. A <br />one bay garage is located at the southwest corner of the lot and is the <br />subject of this application. Assessor records indicate that this outbuilding <br />was probably constructed in 1924. <br />PROPOSED CHANGE <br />This application is the second part of a larger scope of work for the general <br />rehabilitation of the garage. The first portion of the application which was <br />approved by Staff included pulling the building into plumb and roofing <br />• replacement. The owner wishes to enlarge the side entry door and replace the <br />existing 32" door with a 36" door of similar style. <br />STANDARDS <br />The guidelines for the Edgewater Place Historic District indicate: <br />II.C.l._Required <br />Existing original windows and doors including ... hardware shall be retained <br />or when deteriorated beyond repair replaced with duplicates of the original. <br />II.C.3 Prohibited <br />Existing original windows, doors, and hardware shall not be discarded when <br />they can be restored and reused in place. New window and door openings that <br />would alter the scale and proportion of the building may not be introduced.... <br />RECOMMENDATION <br />Staff found the door in question sufficiently deteriorated to warrant <br />replacement. The alteration of size and proportion is minor, especially <br />considering that the door in question is not readily observed from the public <br />street. THe proposed style of the door is appropriate to the building. <br />Staff recommends approval of this application. <br />DBD <br />8/9/96 <br />U <br />
