Standards & Maintenance <br />Mr.'Fine indicated that the committee had no report. <br />6. Personnel <br />Mr. Oxian stated that he would call a committee meeting to interview the <br />Administrative Assistant candidate. <br />E. Staff Reports <br />1. Mr. Duvall reported the following C of A Staff approvals: <br />a. 802 Arch'Avenue - in-kind roofing replacement. <br />b. 1201 Riverside - tree removal and replacement. <br />Regarding the DHPA Grant status, he reported that the status of the 1995-96 <br />was essentially unchanged, the National Register nominations being completed <br />and submitted and the Economic Benefits Study being outstanding. As Mrs. <br />DeRbse had noted, a letter requesting completion had been sent, She stated <br />that she was preparing to file a complaint should the product not be <br />submitted. <br />3. Legal <br />Mr. Duvall reported that violation letters had been sent regarding the <br />following three problem properties: <br />A) 725 Lincolnway East where a porch railing had been removed and screen <br />inserted without COA. In telephone conversation the owner had indicated that <br />he might address the on this evening but was aware that it would be more <br />effective to apply for a COA and address the commission in relation to an <br />application. Mr. Talley inquired what measures the commission might take with <br />regard to this issue." Mrs. DeRose indicated that there had never been an <br />occasion where an owner responded in no way to a request for an application. <br />Mr. Oxian suggested leaving a month for the owner's reply before taking <br />further action. <br />B) 971 Riverside Drive where the owner was notified of Minimum Maintenance <br />Standards regarding a faulty porch -railing. This Owner had called the office <br />indicating thNt the repairs would be made. <br />C) Mr. Oxian reported that a streetlight had been removed and inappropriately <br />replaced with fiberglass without COA in the 1100 block of Jefferson. Mr. <br />Talley suggested sending a letter to David Barts at AEP inviting him to the <br />next commission meeting to discuss this problem. generically. Mr. Oxian stated <br />that he felt AEP changes personnel at intervals and the agreements made with <br />their staff are not transmitted at those occasions causing this type of <br />problem to occur regularly. Mrs. Hostetler felt that a public meeting was not <br />an appropriate forum for such discussions and recommended committee action. <br />Mr. Oxian reiterated that this had occurred in the past but that it does not <br />address the discontinuity which ensues following personnel. changes. He <br />thought that we should try to be preemptive at the time of personnel changes. <br />Noting that the commission is not necessarily aware of personnel changes, Mr.s <br />Choitz suggested sending a plaque or something which could stay in the AEP <br />office without regard to its occupant. Fr. Bullene recalled the previous <br />• discussions regarding the tagging of streetlights with notification of <br />protected status. Mr. Talley stated that he had investigated the methods and <br />costs of these procedures, and Mr. Duvall confirmed that they had not been <br />pursued to fruition. <br />4.
