MINUTES OF THE REGULAR MEETING <br />of the <br />HISTORIC PRESERVATION COMMISSION <br />Special called meeting MACOG <br />5:30 p -.m. Conference Room <br />Wednesday September 6, 1995 11th Floor County -City Bldg <br />I. Call to Order <br />The meeting was called to order at 5:36 p.m. by HPC President, John Oxian <br />Presiding. <br />II. Roll Call <br />Commission members present were: Adrian Fine, Catherine Hostetler, John Oxian, <br />Janeanne Petrass, J. Edward Talley, Jerry Wiener, and Father Richard Bullene. <br />Staff present was David Duvall. <br />Also Present were Michael and Denise.Collins. <br />III. Public Hearing <br />Public Hearing was conducted for the following Certificates of Appropriateness <br />application. <br />1995-0728: 1233 East Wayne Street North - LHD-EW; replacement roofing. <br />David Duvall dispensed with reading the Staff report as it had been presented <br />at the regular meeting. He distributed the photographs which were shown at <br />that time and two additional photographs provided by the applicants. He also <br />exhibited a proposal prepared by Troeger & Co. in March of this year <br />estimating the cost of replacing roofing with new slate at $42,925. He <br />indicated that in his judgment the problems with this roof were the result of <br />deteriorating slate and not failure of fixing devices indicating that salvage <br />was not a viable alternative. <br />Mr. Tallev moved that the application be approved as the replacement material <br />had previously been determined to -be compatible and approved at the previous <br />addition. Catherine Hostetler seconded the motion. Father Bullene inquired <br />about the price differential from the proposed material and the slate. The <br />Collins indicated that the differential was tenfold. Father Bullene agreed <br />that this was prohibitive. Mr. Oxian questioned why Mrs. Sporleder had <br />believed that the cost might be closer. Mr. Duvall reminded the commission of <br />the replacement of the roof at the former fire station on Notre Dame Av. where <br />the city had determined to replace the roof as they had a more favorable cost <br />differential there. He speculated that the contractor who was near retirement <br />at the time and now unavailable may have given that project a unusually <br />favorable price. The motion was unanimously approved. <br />There was some discussion regarding the various grades of slate and inference <br />that the original slate on this roof appears to have been of inferior quality. <br />Mr. Talley inquired about how the commission maintains information about <br />suppliers and craftsmen. Mr. Duvall indicated that he had a policy of not <br />recommending products or craftsmen unless an inquirer indicated that they were <br />unable to find some particular product or service, in which case our office <br />will direct them to such if.we know of it. Mr. Fine indicated understanding <br />that this was a necessary position as a government agency and that HLFI had <br />similar lists of information. Mr. Duvall also indicated that he often refers <br />inquiries for craftsmen to Paul Hayden of South Bend Heritage Foundation who <br />is aware of people who are experienced with the special requirements of <br />historic buildings.
