Fr. Bullene indicated that special order items would vary by location. <br />The commission either must trust the applicants or create a position to <br />research this sort of issue. Mr. talley asked if the fundamental problem in <br />this case was the combination of the applicant's absence at the regular <br />meeting and failure to submit the high estimate as evidence. Mr. Duvall <br />verified this. Mr. Fine reminded the commission that cost was not the first <br />consideration. Mr. Talley asked if there could be a -case where we would not <br />approve such a replacement material. Mrs. Hostetler produced a photo of a roof <br />with highly irregular slates as an instance where the commission could not <br />accept a material like that just approved. <br />Mr. Talley questioned whether property in a historic district was necessarily <br />more expensive than the average to maintain. Mrs. Hostetler said that it was <br />dependent on the particular structure. Mr. Wiener indicated that the key to <br />understanding this was to look at replacement cost insurance which can be up <br />to three times market value in order to replace special craftsmanship, but <br />that an owner should not need to anticipate extra cost for roofing , for <br />instance. <br />Mr. Duvall stated that the turn of the century buildings up to about 1910 <br />would all have originally ha& wood shingle.if not slate or metal, and the <br />commission does not require"restoration of historical correctness in these <br />instances. Mr..Fine returned to the question of whether the particular feature <br />is character defining:: In'the,case`_just heard, the replacement material did in <br />fact reasonably reproduce=the-appearance of the original material.
