VI. New Business
A . Brick: Streets of South Bend
:Mrs. Sporleder observed that Notre Dame is preparing to host a conference nett
spring on the subject of masonry and that the city's brick paved streets might
prove a topic.of interest for a'tour or paper for that group. This brought to
mind the necessity of surveying and inventorying where such street still exist
and where they continue to remain as substrata under new pavement. There might
also be an opportunity for the management of salvage from locations where
brick removal is justified as in the past when this has occurred, the salvage
brick has more or less disappeared into isolated private use. .."•Mr Oxian
observed that there were no remaining brick surfaced streets in any local
Historic Districts but that some do remain in the National Register Districts.
Mr. Talley corrected that the 900 block of Riverside Drive LIiD which is also
in the Chapin Park NRHD retains brick pavement. There are no restrictions on
the 'NRIID except for application of federal funds. Ile further noted that
Memorial hospital ambulance services have been complaining about the brick
approaches to their ER facility. Mrs. Sporleder indicated this as a good
illustration of a case which might justify removal rather than paving over of
the brick. Mr. Oxian observed that the paving over of brick was ineffective,
as the asphalt invariably fails in a fairly short period.
Mr. Talley indicated willingness to do preliminary inventorying. Mrs. Choitz
emphasized the need to systematically assure the maintenance of the streets
and storage of salvage lest the material simply disappear as the street lights
have. 'Mr. Oxian indicated that an inventory was a requisite first step. L'Irs.
Choitz countered that there is a need for a plan in conjunction with the
inventory. This type of material pirated at the least opportunity. Mr. Oxian
indicated that street bricks removed are now taken by the Street Department
for reuse elsewhere. He concurred that a comprehensive proposal should.be
developed for this issue. :Mr. Fine indicated that IILFI has some information
files on brick pavement and a case study from another city which he will make
available to those interested. Mr. Oxian indicated that there was a.speed of
travel versus ease of maintenance issue here. :Mrs. Choitz suggested a video
production might be an informative project in this regard. Mr. Oxian observed
that there was a brick bridge under 1Tilbur Street which has been buried. Mr.
Talley reiterated his concern for the designated and controlled storage of
historical materials salvaged by the City. Mrs. Choitz suggested that if such
materials are to be -sold, the revenues could be dedicated for other Historic
Preservation activities.
Mr. Talley introduced the subject of the overhead wiring which will remain on
Riverside Drive after completion of the streetlight project which will be
limited to telephone and television wires on phone poles which were illegally
erected in the first place. He stated that TCI and I&i'M have requested that a
letter be sent from "as high as you can get in city government" requesting
that the poles be vacated and these lines be placed underground. Mr. Oxian
indicated that this would still require a COk and the City Engineer would need
to participate. .Mr. Oxian indicated that Mr. Duvall should compose a letter to
be signed by ;Mr. Oxian who will seek additional signature from the City
Engineer.
VII.
