Duvall, Director <br />Historic Preservation Commission <br />Room 1123 <br />County -City Building <br />South Bend, Indiana 46601 <br />RE: Demolition petition of Anne Carrold Kempf <br />Dear Mr. Duvall: <br />After the last meeting of the Historic Preservation Commission, my client made additional <br />inquiries concerning demolition or repair of the out building located on the property at 1202 <br />Lincolnway East, South Bend, Indiana. My Client has had two construction companies (Van <br />Overberghe Builders, Inc., and Ashton-Tyl Construction, LLC.) assess the possibility of repairs. Van <br />Overberghe bid the repair work at $9,295.00. Van Overberghe would not, however, commit to this <br />price as the construction manager believed there was a great deal of uncertainty as to the amount of <br />time and effort required to straighten the walls. Ashton-Tyl believes that the most cost effect manner <br />to which to proceed is to remove the structure and build new. A copy of the Van Overberghe quote <br />and the letter from Ashton-Tyl are enclosed. Also enclosed are two letters from R. L. Klitske P. E. <br />Mr. Klitske's letter of September 26, 1995, discusses the general condition of the building and the <br />manner in which to proceed to repair it. The first letter discusses in detail the structural weaknesses <br />of the building and the techniques to be used to repair it. The second letter discusses the general <br />safety of the building and points out that if the building is not repaired, it may be blown over by the <br />wind. <br />As you know, the City has ordered the Kempfs to either repair the building or tear it down. <br />Repairs will cost approximately $10,000.00 while demolition will run between $2,000 and $3,600.00 <br />(quotes were obtained from Torok Excavating and Demolition and from Ritschard Bros., Inc.). The <br />Kempfs have no use for the building and it does not seem a good use of their money to repair it. The <br />status of this building as "a historic landmark" or an otherwise "significant building." is questionable. <br />The building has no intrinsic architectural features or other designs which are of such significance to <br />make rehabilitation either desirable or appropriate. The demolition standards approved by the <br />commission on March 16, 1992, require substantial, competent evidence <br />
