Mr. David B. Duvall
November 20, 1995
Page 2.
that ... the property in its current condition is in a substantial state of disrepair, deterioration, or
structural instability not created by the owner. This building has been in a state of disrepair since
before the Kempfs became owners of the property and it has been ordered removed by the City of
South Bend. The standards also require historically appropriate renovation or rehabilitation to be
economically impractical. The enclosed documentation also demonstrates that the repair of the
building is economically impractical. As you can see from the documentation, it is neither technically
nor economically practical to make any renovation of this building. Lastly, the owners are required
to investigate and consider all reasonable alternatives to demolition. The Kempfs have made a great
deal of effort to sort out the issues. It is simply of no value to either them or the South Bend
Community to spend large sums of money to repair this structure.
Please let me know if you need anything further. My client and I will attend the meeting
schedule for this evening. Thank you for your consideration.
Sincerely yours
BOTKIN EONE & ESLINGER
Thomas S.
