2. DHPA Grant status <br />a. National Register nominations <br />Mr. Duvall reported that the agree has been executed with our consultant <br />Glory -June Greiff, for the nominations and she has commenced work. <br />b. Economic Benefits Study <br />Mr. Duvall reported that only one response was submitted for the Request for <br />Proposals. This proposal was for ten thousand dollars. Donovan Rypkema who has <br />done this type of work for the National Trust has volunteered to donate a day <br />of his time to work with our local consultant on developing methodology for <br />our local conditions. <br />With our existing CDBG funding and our commitments for reimbursement from the <br />DHPA, our established funding should be sufficient for completing the work at <br />this cost. <br />The alternative to accepting this proposal.is to not utilize all of our CDBG <br />funding for this year, as there is not sufficient.time to issue another RFP. <br />This also bears on the personnel situation. If this proposal is accepted there <br />will be no remainder for employing an Administrative Assistant until after the <br />first of the year. As. noted above, the HPC funding from CDBG for 1996 will <br />probably remain constant from previous years. This funding can be utilized <br />entirely for employing a full-time Administrative Assistant or may be divided <br />between a part-time employee and other projects for the coming year. <br />Upon hearing of the anticipated funding levels for the coming year Mr. Duvall <br />did contact the one applicant who had seemed outstanding. She indicated that <br />she was no longer interested in the position. <br />He asked that the allocation of funding to employee and/or projects be <br />referred to committee or discussed by the whole Commission. <br />c. Application for 1996-1997 <br />Mr. Duvall presented a preliminary list of projects which might be undertaken <br />in the coming year with the assistance of the DHPA Historic Preservation Fund <br />as follows: <br />1) South Michigan Street National Register District nomination <br />2) Colonial Gardens National Register District nomination <br />3) Lowell National Register Multiple Property nomination including the <br />East Washington Street and Howard Park proposed National Register <br />districts and adding other miscellaneous significant and outstanding <br />properties. <br />4) Jacob Rush House National Register nomination (Olive Twp.) <br />5) Childrens' Dispensary National Register nomination <br />6) Context study of WPA structures and works in South Bend <br />7) Context Study of Brick Streets in South Bend <br />Mrs. Choitz inquired as .to whether Ms. Greiff, our present consultant <br />historian, would share .her previous research with us for the WPA Context <br />Study. Mr. Duvall indicated that she had in the past shared her research with <br />the HPC but that all work funded by DHPA requires competitive bidding. She <br />might be the lowest bidder due to her prior knowledge in this area. <br />Mr. Oxian stated that he believed it necessary to have additional staff and <br />would not concur with dedicating all grant funding to consultants. Mr. Duvall <br />concurred that he did not intend that such distribution should occur but would <br />recommend either employment of a full-time administrative assistant or a split <br />of the funding between a part-time employee and project allocations. It would <br />be possible for us to employ a full time assistant and attempt to generate <br />nominations and studies "in-house" but if we are to pursue grant funding for <br />the projects we will need to have contractual expenditures for reimbursement <br />claims. We cannot accept grant funding and claim it for the county to pay our <br />fixed costs. <br />Jerry Wiener suggested that the .allocation of funding be referred to the <br />Budget Committee. This meeting was scheduled for 4:00 p.m. October 18. <br />
