Minutes of the Regular Meeting <br />of the <br />Historic Preservation Commission <br />Regular Monthly Meeting 7th Floor County Commissioner's <br />7:30 p.m. Conference Room, County -City Building <br />December 19, 1994 <br />I. Call to Order <br />The meeting was called to order at 7:35 p.m. <br />II. Roll Call <br />Members present: Mrs. Martha Choitz, Mrs. Catherine Hostetler, Mr. John Oxian, <br />Mys. Jewel Van Dalsen, Mrs. Janeanne Petrass, Mr. Jed Eide, Mr. Jerry Weiner, <br />and Father Richard Bullene as Architectural Historian. <br />Staff present: Mrs. Aladean DeRose - Legal Counsel, and Ms. Christine Anderson <br />- Administrative Assistant. <br />Members Absent: Ms. Lora Spaulding and Mrs. Joann Sporleder (Leave of <br />Absence). <br />Also present: Adrian Fine-HLFI, Marsha Stevenson, Gabriel Shakour, and Dayle <br />Brown. <br />III. Public Hearing <br />A. Certificates of Appropriateness <br />1. 1319 East Wayne Street -- EW-LHD -- Attic Screen replacement w/ window <br />Ms. Anderson read the staff report. President Oxian asked for any discussion. <br />Commissioner Eide moved the application for 1319 East Wavne Street North be <br />approved. Commissioner Hostetler seconded the motion. The motion passed <br />unanimously. <br />2. 713 Cushing -- LL =- Rear second story door replacement with window <br />Ms. Anderson read the staff report. President Oxian inquired if the owner was <br />certain the door was not from a porch. She replied she did not believe the <br />door to be from a porch. Commissioner Bullene noted replacing the door with a <br />window was probably moving toward restoring the house since the area was <br />probably a window or a blank wall before the apartment was added. He thought <br />this was a positive change. President Oxian called for a motion. Commissioner <br />Bullene moved the proposal be approved. Commissioner Choitz seconded the <br />motion. The motion passed unanimously. <br />B. National Register Nomination <br />1. Stephenson Mill 322 East Colfax <br />Ms. Anderson read the staff report. President Oxian noted the Commission had <br />received letters of support from the Mayor and from Economic Development <br />regarding the Nomination of the Stephenson Mill. Adrian Fine of Historic <br />Landmarks Foundation of Indiana spoke in favor of the nomination. President <br />Oxian inquired if the Staff was positive that this was one of two remaining <br />garment industry structures in South Bend. Ms. Anderson replied the <br />information was from the Nomination. Commissioner Choitz pointed out the <br />Wilson Shirt Factory was extant. President Oxian b%ee Overalls was in <br />the Works Hotel Building on the East Race at one time. President Oxian called <br />for a motion. Commissioner Choitz moved the National Register Nomination for <br />the Stephenson Mill at 322 Colfax Avenue be Riven a favorable recommendation. <br />Commissioner Petrass seconded the motion.
