CERTIFICATE OF APPROPRIIATENESS STAFF REPORT <br />PROPERTY -- 1840 Kessler Blvd. <br />South Bend <br />OWNER -- John & Nola Mynsberge <br />DESIGNATION -- Local Landmark <br />STATEMENT OF SIGNIFICANCE/HISTORIC CONTEXT <br />Fredrick and Helen Vaughn had the house built at 1840 <br />Kessler Blvd. in 1922 which they used as a rental until <br />1935. The property was then purchased by Leo and Mayme <br />Cohn. Mr. Cohn was the owner of the Boston Shoe Store. The <br />Mission Style building is in excellent condition though it <br />has had major alterations including the garage being <br />dismantled, modified and reassembled on the north side of <br />the house. The building retains its slate roof, parapeted <br />gable wall dormers, and many other significant details. <br />PROPOSED CHANGE <br />The owners propose to replace the existing concrete drive <br />with a new concrete driveway one foot wider toward the <br />south (house) side than the current dimensions. <br />STANDARDS <br />Group B Standards Paragraph B Treatment— "Treatment... <br />improvements shall include—landscaping lawns and may <br />involve a change that can potentially enhance or detract <br />from the character of the landmark. The Commission should <br />review the proposed treatment for character and style <br />consistent with the original surfaces." <br />RECOMMENDATION <br />THe staff recommends approval. The owners proposal is a <br />site amenity improvement that will not remove any historic <br />landscape features or materials. <br />
