stating that he was unavailable to attend the Commission Meeting because he <br />had to prepare to give testimony before the House Judiciary Committee and <br />requested that the Commission not make a decision about the property at 1244 <br />Lincolnway East until he is able to be in attendance. President Oxian <br />suggested that the issue be tabled for one month. Commissioner Choitz asked if <br />tabling the Certificate of Appropriateness for a month would include that time <br />as part of the 90 days granted by the HPC for the completion of work on the <br />property before consideration of Code Enforcements application for demolition. <br />President Oxian indicated he did not think the tabling time should be included <br />in the 90 days, unless the Commission decided to approve the Certificate of <br />Appropriateness without accepting Dr. Klopfers request for an opportunity to <br />be in attendance. Commissioner Sporleder inquired if the request was for the <br />Commission to not act upon the Certificate of Appropriateness at all. <br />President Oxian clarified that Dr. Klopfer was requesting the approval of the <br />Certificate of Appropriateness be delayed until he could be, in attendance, <br />which would most likely be next month. Legal Counsel DeRose advised that if <br />the comiiiissik;n approved 'L"ce6ldenL OXIaii'S 111ULluli, Dr. Klopfer Should be <br />notified that if he cannot be present at the next meeting of the Commission, <br />the Commission will proceed without his presence. Riverside Drive liaison <br />committee member Ed Talley inquired as to the amount of time it would take for <br />a demolition to begin after the Commission approves it. President Oxian <br />clarified that the Commission was deliberating over a Certificate of <br />Appropriateness for the restoration of the building. Mr. Duvall expanded that <br />the Commission determined a Scope of Work would be prepared by the Commission <br />in the absence of a submitted Scope of Work. Legal Council DeRose inquired if <br />Dr. Klopfer had been informed of preparation of a Scope of Work by the <br />Commission. Mr. Duvall replied that Dr. Klopfer was aware of the Commission's <br />decision to prepare such document. Legal Council DeRose indicated that Dr. <br />Klopfer should receive a copy of the Scope of Work. Commissioner Sporleder <br />inquired if the Commission should make a tentative approval of the Scope of <br />Work or if the Commission wanted to wait for Dr. Klopfer to change and modify <br />the proposed Scope of Work. President Oxian suggested that the Commission <br />discuss the Scope of Work. President Oxian stated that he could not go along <br />.with page 2, section 9, number 3, stating, "The structure shall receive finish <br />coats in a classic Downing color scheme with minimum of three colors accenting <br />features such as siding, trim, sash, & shingle gables." Mr. Duvall replied <br />that the HPC does not ordinarily get involved with colors, but ordinarily a <br />Scope of Work includes a color specification, and since the Commission was <br />preparing the Scope of Work, he prescribed a generic color scheme. President <br />Oxian said he would not approve the document unless the color scheme was a <br />suggestion, rather than a requirement. Commissioner Choitz suggested the <br />wording be changed from "shall" to `should". President Oxian consented that he <br />would not oppose the Scope of Work if the wording was changed to a suggestion. <br />Commissioner Sporleder noted that no specific colors were required, but that <br />the requirement of the use of three colors was well taken. President Oxian <br />opposed the requirement of any type of color scheme. Commissioner Choitz <br />suggested that the words "with a minimum of three colors" be removed from <br />Section 9, Number 3 of the Scope of Work, and that the word "shall" be changed <br />to "should". Commissioner Choitz moved that the Scone of Work that was <br />prepared by the committee and the staff be approved. Andrew Greta reported <br />that he had spoken with Dr. Klopfer on September 18, 1994 and at that time, <br />Dr. Klopfer was involved in some outside maintenance on the property. Mr. <br />Greta submitted that he believed Dr. Klopfer has an interest in taking some <br />proactive steps in restoring the property, but is in need of guidance. <br />
