President Oxian and Commissioner Choitz indicated that the railing had still
been on the roof. about 20 years ago. Commissioner Sporleder inquired if the
owners intended to use all of the railing for the porches. Mrs. Diamond
replied they would only be using six segments. Commissioner Sporleder asked if
the railing would only be used in the balustrade. Mrs. Diamond referred the
Commission to the sketch and expanded that they would alternate the original
rail segments with new rail. Commissioner Sporleder indicated she was not
clear on how this was to be accomplished. Mrs. Diamond explained the porch
rail would have an iron rail across the top, and the original segments would
be dropped down some so that they are in the middle of the new railing. Mrs.
Diamond also indicated there would be iron bars between each section of the
old railing. Commissioner Sporleder asked for clarification on whether the old
rail segments would be tilted or remain upright. Mrs. Diamond replied the
segments would remain upright. President Oxian suggested that eventually, the
owners should reinstall the railing across the front facade to at least give
observers the idea that at one time it was continuous around the roof.
Commissioner Hostetler moved to approve the ar)Dlication. Commissioner Pt'_LCaSS
seconded the motion. The motion Passed unanimouslv.
4. 1316 East Wayne -- EW-LHD
Mr. Duvall read the Staff Report. President Oxian asked for clarification on
the staff report in regard to the tiles not visually being damaged, but still
having water damage. Mr. Duvall replied that the tile is in good condition,
however the underlayment is in poor condition. Mr. Duvall expanded that he had
inquired of the Traegar (roofing) Company about the possibility of removing
the tile, replacing the underlayment, and reinstalling the same tiles. Mr
Traegar's opinion was the tiles would not be salvageable and if a tile
solution was desired, the concrete tiles would have to be replaced with clay
tiles. Because the age of the concrete tiles, if the contractor attempted to
take them off, they will have at least 30% attrition. Mr. Duvall also stated
the tiles originally would have had a paint finish and probably are more
porous now than when they were originally put on due to general erosion.
Commissioner Sporleder brought up that there is no place to get replacement
concrete tile to replace any -lost in removal. Mr. Duvall concurred and
expanded that replacement with another tile roof basically meant 100%
replacement. Commissioner Choitz moved to approve the application.
Commissioner Hostetler seconded the motion.,President Oxian inquired as to the
owners decision on color. Commissioner Choitz stated the Commission has no
dealing with color. President Oxian commented that the Commission can comment
on roofing. Mr. Duvall responded that green had been the color discussed with
the owner. Mr. Miles Andrew (Owner) stated they had determined green was the
original color. Commissioner Sporleder inquired into the shade of green, and
was directed to the shingle brochures Mr. Andrew submitted. Mr. Duvall
indicated that a sample of each of the shingles being considered was available
to the commissioners to view. Mr. Andrew reported the shingles under
consideration give a shadowed surface that gives depth and texture to the
roof. The motion passed unanimouslv. Commission Sporleder inquired when the
work on the roof would begin. Mr. Andrews responded that the work would
commence as soon as possible. Mr. Andrews expressed his appreciation for the
Commission's help.
5. 1244 Lincolnway East --LWE-LHD
President Oxian read a letter from Dr. Klopfer dated September 19, 1994
